The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.

The Division of Prevention Services (DPS) and its network of contracted providers deliver one of the largest and most diverse continuum of community-based child welfare prevention services in the nation and across New York City to improve safety, wellbeing, and permanency for thousands of families and children each year. DPS focuses on systems improvement, innovation, and strategy initiatives that require collaboration with major partners to address urgent or emerging provider and family needs, city or state mandates, and high priority strategic goals of ACS leadership.
The Office of Program Management and Sustainability is charged with overseeing the implementation of evidence-based and research-informed prevention service models; designing a system to monitor and support programs’ alignment to service model fidelity, contractual expectations, and ACS standards for service delivery; and partnering with contracted providers to ensure services are high quality and socially just. OPMS employs an approach guided by data, research, and the voices of the communities we serve.

The NYC Administration for Children’s Services is seeking an outstanding candidate to serve as the Assistant Commissioner for Program Design and Implementation (PDI) team within the Office of Program Management and Sustainability within the Division of Prevention Services (DPS). DPS and its network of contracted providers deliver community-based services across NYC to improve safety, wellbeing, and permanency for thousands of families each year. The PDI team within the Office of Program Management and Sustainability is charged with overseeing the implementation of evidence-based and research-informed prevention service models; designing a system to monitor and support programs’ alignment to service model fidelity, contractual expectations, and ACS standards for service delivery; and partnering with contracted providers to ensure services are high quality and socially just. DPS employs an approach guided by data, research, and the voices of the communities we serve.

The Program Design and Implementation (PDI) team within the Office of Program Management and Sustainability develops and implements strategies to ensure that the full continuum of prevention programs is implemented in alignment to service model fidelity and in full compliance with NYC child welfare requirements. The PDI team provides ongoing contract management and support for providers and model purveyors working in our prevention continuum. The team holds monthly model cohorts to bring together providers and purveyors to discuss case practice challenges, program data, continuous quality improvement, and implementation to fidelity. The team also hosts trainings and convenings for providers and ACS staff to learn about using data effectively to improve practice, frameworks for effective implementation, and incorporating families’ perspectives into service delivery. Additionally, the team holds monthly administrative meetings with each model purveyor to discuss case practice expectations between child welfare and model requirements. We are seeking an outstanding candidate to lead the team who can support the integration of case practice guidance at monthly cohort meetings and in the ongoing work to oversee prevention programs.

The Assistant Commissioner of Program Design and Implementation will report to the Associate Commissioner of OPMS and will carry out various duties, including but not limited to:

- Manage the day-to-day operations of the PDI team, currently scheduled to consist of a 5 portfolio of programs which includes (1) School Based Early Support Programs, (2) Family Support Programs, (3) Therapeutic and Treatment Programs, (4) Early Childhood Initiatives, and (5) prevention “homegrown” program models.
