Planning and Procurement Officer
- Manages the development and progression of capital and long-range planning projects as set forth by the Director, including the coordination of stakeholder interaction and participation; Sets performance benchmarks for project and provides the Director with regular progress updates. Coordinates and performs research and analysis to assist with the development of improved transit systems and operations.
- Oversee the responsibilities and performance of the Procurement and Contract Manager, ensuring effective management of procurement processes and contract administration for the Department.
- Serve as project manager for planning consultants as identified by the Director ensuring funds are spent appropriately, projects stay within budget and timeline, and the scope of work is strictly followed.
- Ensure that written departmental policies and procedures are accurate, updated within established timeframes, and include appropriate information as it relates to federal, state and local public transportation guidelines.
- Ensure the Department meets all requirements set forth by federal and state agencies; develops compliance policies in order to meet federal, state and local regulations regarding public transportation services.
- Manage and oversee the Triennial review process, ensuring compliance with all regulatory requirements and timely completion of all necessary documentation and reporting including coordinating with all managers to ensure full compliance in all areas.
- Prepares and maintains a variety of department records, data and reports.
- Assists with FBC Office of Emergency Management functions during times of EOC activation.
- Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers.
- Perform additional tasks and responsibilities as assigned to support the department's objectives.
Minimum Job Requirements
- Bachelor’s degree in business management, Public Administration, Transit Management, Political Science, Urban Studies or related field with major coursework in transportation planning. 7 years of Transit Operations experience may substitute for the degree requirement.
- 7 years job related experience (In addition to the experience required to meet the knowledge requirement, if applicable), Direct Transportation Operations and Management experience or education.
- Proven proficiency with both oral and written communication skills. Strong math and/or accounting and management skills. Organizational skills and the ability to complete multiple tasks a must. Strong interpersonal skills and the ability to deal effectively with the public, other employees and elected officials.
SALARY RANGE: $44.43 - $66.65 hourly based on qualifications
