About the role

Asian Pacific Environmental Network Action, mobilizes over 30,000 Asian immigrant and refugee voters to win economic, environmental, and social justice.  Since 2011, APEN Action has been educating and mobilizing voters in the bay area and across California to make sure our communities’ voices are heard from the ballot box to the legislature in Sacramento.

APEN Action’s sister organization, APEN, is an environmental justice organization with deep roots in California’s Asian immigrant and refugee communities, building a membership base of Laotian refugees in Richmond, Chinese immigrants in Oakland, and recently launching in Los Angeles. Together, we have fought and won campaigns to make our communities healthier and just places where all people have the resources we need to live full, dignified lives. By building an organized movement, we’re leading a transition away from an extractive economy based on profit and pollution and toward local, healthy, and life-sustaining economies that benefit everyone. 

POSITION SUMMARY:

The Operations and Compliance Manager will be responsible for developing strong organizational infrastructure for APEN Action to build the power of Asian Americans to advance racial, economic, and climate justice.  The position will develop and maintain strong internal finance and administrative systems and strengthen compliance and lobbying practices to ensure alignment with APEN Action’s campaigns and strategic plan. This position reports to the Operations Director, is a member of our Operations team, and works closely with finance, organizing and campaign staff.


ROLES AND RESPONSIBILITIES


Administration:

  • Develop administrative systems and org processes/policies with the Finance Manager and Operations Director to ensure accounting regulations, employment rules, and legal restrictions for all 501(c)4 and state PAC accounts are integrated and updated. 
  • Maintain current information in Procedures Manual, update on employee portal as needed
  • Coordinate initial steps of hiring process and recruitment, including job postings
  • Ensure the integrity of the organization’s internal controls is consistently maintained

Compliance Infrastructure

  • Work closely with professional treasurer and APEN staff to maintain electoral reporting compliance for all organization accounts
  • Review, approve or submit organizational and campaign filings (federal, state, local, FPPC)
  • Ensure systematic recordkeeping compliance of contracts, agreements and policies
  • Develop and conduct compliance and lobbying trainings for staff, coordinate with campaign and organizing staff to ensure relevance 
  • Work closely with HR Manager to monitor and ensure accurate timekeeping practices and tracking 
  • Conduct staff trainings annually or as needed based on campaigns.
  • Lead firewall agreements disbursement, filing, and follow up amongst campaign staff

Finance

  • Administer payroll for temporary employees, coordinate with payroll vendor and employees to make adjustments as necessary. 
  • Collect timesheets for temporary employees, upload to payroll system
  • Support audit fieldwork with Finance Manager; gather documents and work with bookkeeper, professional treasurer to prepare reports required by auditors;
  • Coordinate annual budget process, compile organizational budget with Political Director. Monitor and update the budget as necessary.


ORGANIZATION-WIDE

  • Strategy and Planning: Contribute to overall organizational coordination and planning processes, including strategic planning, yearly workplan and budgeting, annual board + staff meeting, bi-weekly staff meetings and component meetings
  • Organizational Culture: Contribute to the APEN culture of team-building, emotional intelligence, feminisms, and leadership development
  • Basebuilding and Member Engagement:  Support organizing events with APEN members
  • Fund Development:  Engage in grassroots and/or foundation fundraising
  • Supervision: Manage volunteers, fellows, and interns as needed
