Senior IT Project Manager

Overview

GovCIO is currently hiring for a Senior IT Project Manager to lead a software development team in support of modernization efforts at the Naval Criminal Investigation Service. This position will be located in Quantico, VA and will be a hybrid remote position.

Responsibilities

Creates integrated project plans for contract deliverables and new products in development projects. Manages a project team comprised of a multidisciplinary staff. Reviews, manages and controls status of projects and budgets; manages schedules and prepares status reports. Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Develops mechanisms for monitoring project progress and for intervention and problem solving with team members and line managers. Generally reports to a Program Manager.

• Manages the direction of a project through the design, implementation, and testing in accordance with project objectives.
• Defines requirements and plans project lifecycle deployment.
• Supervises professional and technical support personnel performing in their regular disciplines.
• Schedules tasks and coordinates with various team members to accomplish the results.
• Manages the integration of vendor tasks and tracks and reviews vendor deliverables.
• Ensures adherence to quality standards and reviews project deliverables.
• Conducts project meetings and is responsible for project tracking, analysis and reporting.

Client-specific responsibilities:

• Coordinate across a multidisciplinary staff and multiple stakeholders to ensure deliverables are compliant with DoD/Agency standards
• Oversee the migration of on premises data storage to Microsoft Azure Cloud Storage
• Continually apply process improvement methodologies to software development phases and project team SOP's
• Coordinate site and account access for all employees and ensure credentials and annual training stay up to date 

Qualifications

High School with 9+ years (or commensurate experience)

Required Skills and Experience

• Clearance Required: Secret
• Active Project Management Professional (PMP) Certification.
• Minimum 5 years of experience managing IT/software development projects.
• Experience leading and collaborating with remote teams using software tools such as Microsoft Teams.
• Experience interfacing with and presenting to senior leadership.
• Must live within a commutable distance to Quantico, VA to meet onsite biweekly or more as needed.

Preferred Skills and Experience

• Active Certified Scrum Master (CSM) Certification
• ServiceNow experience
