The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses.
This position is with the Building Codes Division (BCD). BCD adopts and enforces the statewide building code relating to the construction, reconstruction, alteration and repair of buildings and other structures and the installation of mechanical, plumbing, and electrical devices and equipment.
This position is represented by the American Federation of State, County and Municipal Employees union (AFSCME).

This position is eligible for hybrid remote work on a part-time basis once the incumbent has gained the proficiency to perform work independently. However, regular, scheduled office hours are also required.
Here’s what you will do:
As a Business Systems Analyst, you will study business systems, processes, and business requirements to evaluate, identify and recommend process improvements that effectively reduce costs, improve service delivery to customers, and assure program mandates and goals are met. Duties include:
Developing a solid understanding of the business processes and how those processes relate to the associated programs
Developing policy and procedures or other business changes with business applications and liaise with the Information Technology & Research (IT&R) team and outside vendors to communicate business needs
Supporting the development, testing and implementation of new or enhanced business systems
Analyzing, planning, organizing, and directing the implementation of new or revised business solutions in accordance with organizational strategies
Supporting day-to-day use of and participate on IT projects for data systems, which will include maintaining support logs and system documentation
Escalating and tracking system issues when necessary to ensure issues are satisfactorily resolved

Here’s what you need to qualify:
Minimum Qualifications:
A bachelor's degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work
OR
Any combination of experience and education equivalent to five years professional-level evaluative, analytical and planning work
