A Program Performance Management (PPM) Specialist manages and analyzes the performance of projects and programs, ensuring they meet strategic, financial, and scheduling objectives through the use of project management best practices and tools like Earned Value Management Systems (EVMS). This role requires strong analytical, leadership, and communication skills to effectively guide teams and report to stakeholders. As an effective team builder, the Advanced Program Performance Management Specialist provides contract/program cost and/or schedule management and analysis related to established or new development programs for major component or small system, or production or logistics programs. We’ll expect you to work with single or multiple contracts typically valued up to $20M per year, by developing the program cost and/or schedule baseline within the contract parameters in conjunction with the program team and analyzing program performance (historical and predictive), and monitoring the contract/program Estimate at Complete and schedule completion date, and make recommendations to program manager and program leads.

 

NOTE: This is a Program Performance Management role (PPM / EVM) role...it is not a PM or PMP position.

 

What you’ll experience / Duties & Tasks:

  • Provides contract/program cost and/or schedule management and analysis for Strategic Weapon Control programs
  • Develops program time-phased cost and/or schedule baselines within contract parameters in conjunction with program teams
  • Analyzes program performance (historical and predictive), monitors Estimate at Complete and/or schedule completion date, and makes recommendations to program management
  • Serves as an integral part of the program team, gathering and organizing data for reviews with engineers, IPT leads, and CAMs
  • Assists in development of time-phased budget and/or schedule to meet all contract and program objectives
  • Collects and updates program performance data; prepares and analyzes historical and predictive measures
  • Maintains and statuses program schedules and records; compiles reports, graphs, charts, and related data
  • Identifies and analyzes program critical paths and driving paths to schedule specific milestones
  • Makes recommendations and identifies resources required to meet defined program requirements
  • Contributes to root cause analyses, corrective actions, and tactical planning
  • Assists in preparation of program review documents and customer required documents
  • Coordinates contract/program Estimate At Complete (EAC), risk and opportunity, and Management Reserve data with Finance analyst
  • Updates program time-phased budget and/or schedule associated with internal and contract changes
  • Supports all necessary meetings (SEITs, Financial, EV Metrics, Risks, etc.)
  • Provides general Earned Value Management support for PMs, DPMEs, IPTs, and CAMs
  • Tracks IMS and CAM notebook updates and PPM Dashboard updates
  • Prepares timely, accurate program review documents and can present data in absence of program management
  • Interfaces with multiple IPT leads and program management
  • Determines, monitors, and reviews costs, operational budgets, schedules, and staffing requirements
  • May support proposal development activities, including proposal preparation, fact finding, and negotiations

What you bring to the table:

  • A Bachelor’s degree or equivalent plus a minimum of 5 years relevant experience; or Master's degree plus a minimum of 3 years relevant experience
  • Domain knowledge in program and/or product life cycle and financial processes (IPMDAR reporting, NDIA Guidelines)
  • Earned Value Management and scheduling tool experience required (Deltek Cobra, MS Project)
