Organizational Context and Scope

The United States Refugee Admissions Program (USRAP) operates globally, providing resettlement opportunities to refugees through a network of IOM-managed Resettlement Support Centers (RSCs), movement operations, migration health , and associated program support functions. IOM Washington provides strategic oversight and direction for all USRAP operations, supporting global partners including the U.S. Department of State’s Bureau of Population, Refugees and Migration (PRM), U.S. Citizenship and Immigration Services (USCIS), the Refugee Processing Center (RPC), and other stakeholders.

The Office of the Global Programme Coordinator in Washington DC oversees all USRAP resettlement activities undertaken by IOM globally. Under the overall supervision of the Global Programme Coordinator, USRAP and direct supervision of the Deputy Global Programme Coordinator, USRAP (Movement Operations, TLP, RSC) and, in close coordination with the Deputy Global Programme Coordinator, USRAP (MHD), as well as in collaboration with relevant Units at Headquarters and other decentralized locations, the Programme Coordinator, USRAP Business Process Owner will serve as the system owner for USRAP components of the organization's migrant/ beneficiary systems and interfaces.

1. Serve as agile product owner for the USRAP-related features of the organization's migrant related systems by coordinating the management and prioritization of the product backlog, clarifying USRAP program requirements for the Development Team, and serving as the primary subject matter expert for the USRAP workflow. Regularly brief the USRAP Global Coordination Team (UGCT) and USRAP Project Managers on new developments and program impact. Serve as a subject matter expert for the USRAP workflow, including requirements related to the data protection, access controls and information security compliance.
2. Liaise with the Lead Business Process Owner for MiMOSA, Information Systems Officer for Resettlement Movement Management (RMM) and the Migration Health Informatics (MHI) Manager regarding reporting and workflow requirements for USRAP. Serve as a subject matter expert for the USRAP workflow, including requirements related to the data protection, access controls and information security compliance. Regularly brief the USRAP Global Coordination Team (UGCT) and USRAP Project Managers on new developments and program impact. 
3. Collaborate with the MiMOSA Project Team and Department of State’s Bureau of Population, Refugees, and Migration (PRM)/Refugee Processing Center (RPC) regarding the project goals, milestones and deliverables required to meet targeted volume and quality of refugee arrivals processing through USRAP. Work collaboratively with the MiMOSA Regional Focal Points, Refugee Processing Center, MHI, and ICT to resolve issues.  
4. Serve as the USRAP focal point for the Receiving Mission Interface (RMI), including ownership of RMI related data mapping with partner and systems, coordination of error identification, escalation, troubleshooting, and systematic follow up to resolution. Identify, document, and escalate information security, data protection, or access control risks observed through RMI operational use, in coordination with ICT and relevant oversight functions. Ensure dissemination of RMI related updates to USRAP SOPs, guidance, an
