As the Senior OCIO Strategic Support Analyst located in Crystal City, Arlington, VA, you will support the Office of the Chief Information Officer (OCIO) in its role in providing the information technology backbone for the F-35 fleet. You will also be part of a dynamic team of F-35 JPO analysts who works closely with the customer and other key F-35 National Security and Allied stakeholders to deliver quality F-35 systems.
Serco is excited to continue providing support to the F-35 Joint Strike Fighter Program Office (JPO). This contract provides program management support in support of the full acquisition lifecycle of the F-35 program, to include development, production, and sustainment.
In this role, you will:
- Assist OCIO to provide infrastructure, data, and applications to support all stakeholders in making the F-35 Enterprise more lethal, survivable, supportable, and affordable.
- Assist OCIO in centralizing JPO data in a Master Data Management (MDM) platform, supporting application development, and injecting innovation into the organization’s environment to improve operations and performance.
- Assist OCIO in feeding all enterprise operations, increasing data quality, improving the ability for decision making across the JPO, increasing aircraft availability, and reducing lifecycle cost.
- Unclassified Cloud Transformation – assist OCIO in providing the JPO with cloud-based hosting of day-to-day IT services and shifting JPO business IT services into the cloud environment increasing cybersecurity, strengthening business operations, reducing long-term IT infrastructure costs, and improving mission effectiveness by assuring anytime access to information on any device.
- Software Development Modernization – assist OCIO in overseeing software architecture alignment, software engineering, and establishing and maintaining a Development, Security, and Operations (DevSecOps) environment for use across JPO PMOs and partners, including support to AV and non-AV reprogramming labs, partner nations, and contractors to improve the quality and delivery speed of software to the aircraft to improve lethality and survivability.
- Classified Cloud Transformation – assist OCIO in ensuring the JPO is provided with classified, collateral, and SAP IT, focusing on dependability, reliability, scalability, increased maneuverability, and interoperability within classified IT cloud environments to meet JPO’s dynamic mission needs; assist in supporting JPO classified operations with a newer and less complex environment that is more agile, more defensible, and more mission capable while being less costly to operate.
Qualifications
To be successful in this role, you will have:
- An active or current DoD Secret clearance.
- US Citizenship.
- A Master’s Degree in Science, Engineering, Business Management or related discipline.
- A Bachelor’s Degree and 4 years of additional work experience related/similar to the labor category functional description will be considered in lieu of a Master's Degree.
- 10 years of program management experience and/or technical or business analysis discipline experience.
- 6 years of professional experience related to analysis and planning or similar/related experience.
- 4 years of professional experience in technical efforts supporting major weapon systems and components development or similar/related experience.
- Familiarity with DoD Instruction (DoDI) 5000.2 (Operation of the Defense Acquisition System). Demonstrated knowledge of Service and OSD policy and documentation related to PPBS, life- cycle management of military acquisition programs (as specified in the DoD 5000 series).
- Demonstrated knowledge of the principles, policies, and practices of system acquisition to plan, organize, and coordinate critical aspects of the development, production, deployment, and sustainment of systems, subsystems, and equipment.
- Demonstrated knowledge of the system equipment life-cycle phases and the documentation, analyses, and reviews associated with those phases.
- Strong analytical skills demonstrating the ability to define, collect and analyze data, establish facts, draw valid conclusions, and make logical decisions.
- The ability to provide onsite support at the F-35 Joint Program Office (JPO) located in Crystal City, VA a minimum of 2-3 days per week, each week. Onsite days in the JPO office may increase to provide onsite support up to 5 days per week to support the needs of the customer. Exact days in of
