Position Summary:
 
Dover is seeking an experienced, dynamic, and strategic Global Payroll Director to play a critical role in leading our payroll functions.  In this role, your primary responsibility will be to ensure accurate and timely payment of payroll expenses and taxes while supervising our dedicated offshore payroll team(s). This role requires close collaboration with internal stakeholders, and external partners such as vendors and consultants. We are seeking an individual with exceptional leadership skills who has extensive experience in US payroll management including vendor management and detailed understanding of payroll regulations, as well as experience with evaluating and implementing payroll outside of the U.S.
 
Essential Duties and Responsibilities:
 
•    Establish and maintain vendor governance protocols for service providers, evaluating their performance and adherence to contractual agreements.
•    Lead the evolution of payroll services including process design, internal team development, vendor management and system enhancements to ensure optimal performance in the delivery of global payroll services. Lead payroll services implementations across the globe leveraging outsourced payroll providers, regional payroll teams and shared services teams. 
•    Implement global measurement and feedback mechanisms to monitor and evaluate effectiveness of payroll delivery processes, and tools.
•    Develop continuous strategic process improvements to maintain the accuracy, quality, efficiency and overall effectiveness of the payroll process, and decrease risk of fraud and errors.
•    Oversee payroll operations, including ensuring accurate and efficient payroll processing such as taxes, garnishments, benefit deductions, union dues, health and welfare contributions, payroll accounting.
•    Provide leadership and guidance to offshore US payroll team and regional support teams.
•    Ensure there is a regular cost analysis of payroll expenses, identifying areas for cost optimization and collaborating with all stakeholders to keep cost under control.
•    Work with country leadership and HR Ops on the selection, implementation, and management of payrolls outside the U.S. as requested.
•    Work with the regional payroll teams on payroll-related risks and implement risk mitigation strategies to protect the organization from financial and legal consequences.
•    Collaborate with internal and external teams to review and update payroll policies ensuring alignment with changing regulations and best practices.
•    Maintain awareness of  global data privacy regulations and ensure that all payroll practices adhere to relevant data protection laws, industry standards and internal policies.
•    Partner with global vendors to ensure compliance and data protection with all regional laws and standards as well as internal policies.
•    Build an agile strategy that can adapt to the organization’s growth and expansion in different countries.
•    Effective change management & communication
•    Foster a culture of ethics and integrity to promote transparency and accountability.
 
 
Required Knowledge & Experience:


•    10+ years of experience working in a progressive payroll position within a global delivery environment with strong US payroll experience (ADP GlobalView experience is a plus)
•    Solid knowledge of core, end to end payroll processes and procedures including controls
•    Advanced project management skills
•    Strong leadership skills
•    Proven experience as a payroll leader with exceptional people management skills
•    Demonstrated understanding of multi-location payroll regulations and taxes
•    Knowledge of global payroll laws, tax regulations, and reporting requirements
•    Familiarity with global payroll vendors and processing payroll outside the U.S.
•    Excellent communication and interpersonal skills to
