Purpose/Introduction
The Purchasing and Inventory Specialist is responsible for Specialty Chemical feedstock procurement requirements of ~$200MM annually for Philtex, U45, Fuels Blending, Mining, and offsite tolling/transloading needs. This role is located in our Philtex plant in Borger, TX. Responsibilities include following contracting strategies to ensure maximum value and compliance in feedstock purchasing and timely delivery to ensure scheduling needs are met. Other responsibilities include developing and maintaining processes and documentation as required by Operational Excellence, ISO 9001, Sarbanes-Oxley, Internal and External Procurement, USMCA and Corporate Environmental assessments.
Responsibilities
Feedstock Procurement
- Follow recommended and contract purchasing strategies and inventory target guidelines where applicable to ensure sufficient and timely supply of feedstocks to the manufacturing/tolling/transloading facilities.
- Assist the Supplier Engagement Manager in maintaining relevant KPIs for suppliers to drive continuous improvement.
- Interpretation of commercial terms, conditions, distribution of risk, and QA/QC
- Communicate supplier issues to Supplier Engagement and Supply Chain Managers to ensure timely communication and resolution with corrective action tracking if necessary.
- Collaborate internally to manage supplier logistics to support production schedule and/or customer demand.
- Ensure that inventory strategies are followed to ensure that inventory targets are met, and demurrage charges are minimized.
- Distribute BOLs to group, Accounting, and Shipping and maintain feedstock spreadsheet daily to ensure inventory and reporting accuracy.
- Verify and approve feedstock invoices in SAP workflow to ensure accurate and timely payment to suppliers
- Lead and coordinate bi-weekly import calls with Product Management, Sales and CACs to determine import needs from Tessenderlo Belgium to meet customer demand.

Offsite Activities

Coordinate tolling and transloading activities with third-party suppliers.

Procure feedstock and packaging supplies as necessary to support offsite activities.

Verify and approve invoices for all Specialty Chemicals offsite tolling and terminal facilities.

Responsible person for inventory accounting on reconciliation issues dealing with off-site tolling plants.
Reporting/Budgeting

Maintain and update current worldwide Specialty Chemicals Inventory spreadsheet.

Provide monthly worldwide Specialty Chemicals Cost analysis.

Provide monthly offsite terminal and storage facility cost analysis with throughput cost.

Update monthly Specialty Chemicals consignment plant charts with activity and freight cost.

Provide annual Loading & Shipping container cost analysis.

Responsible for annual budget process for Specialty Chemicals distribution cost centers.

Update ZFR1 freight tables in SAP annually.
Required Qualifications

High School diploma/GED and a minimum of 1 year of related experience

Strong/clear communication skills

Ability to effectively build and foster both internal and external relationships

Strong working knowledge of MS Office (Excel, MS Word, PowerPoint, and Outlook)

Preferred Qualifications

Bachelor’s Degree in Supply Chain/Business

Experience in Specialty Chemicals products and/or inventory tracking
