AVER is seeking a Senior Operations Research Analyst to support the Department of Homeland Security by being part of a special project team to investigate schools to determine those likely to be exploiting the United States educational system for criminal purposes. Responsibilities Include:

Ensure client has essential data related to schools that provide programs for nonimmigrant students and exchange visitors
Create and maintain interactive dashboards utilizing Power BI, Tableau, and other data visualization tool
Intake and review incoming school and student tips to determine validity
Conduct research and analysis of publicly available information and government systems to substantiate or discredit reporting person’s claims
Provide recommendations to adjudicators and personnel for further action.
Conduct school and student compliance reviews utilizing open-source, and DHS repositories and systems, and present derogatory information verbally and in writing on credible national security threats, regulation violations, and other breaches or concerns pertaining to schools, students, and school officials
Function as a liaison between client and school officials to expedite resolution of student and school compliance issues
Provide administrative support in the intake and processing of forms issued to nonimmigrant students or exchange visitors at U.S. points of entry
Assist Federal Employees in drafting notices to include, but not limited to Withdrawal and Denial Notices, Termination notices, Out of Cycle Review notices, Student Records Requests, Remedial Action Plan, Evidence Requests, Memos to File, and other notices or correspondence as designated by Client.
Provide administrative support in processing cases, tracking the receipt of evidentiary and other supporting documentation, composing, and sending requests for additional information and documentation, and make appropriate recommendations to Federal Employees concerning admissibility issues or remedial actions

Education Requirements:

Master’s (preferred) or Bachelor’s degree combined with required years of work experience as indicated below

Experience Requirements:

10+ years of experience in analysis with a Master’s degree, or 12+ years of experience in analysis and a Bachelor’s Degree
Expreince with data management, automation, and data visualization tools to design, develop, and maintain automated processes
Expreince with a business intelligence tool, Power BI, Power Automate or Tableau
Experience with developing advanced Excel formulas
Experience with designing, developing and maintaining existing tools used to track and report performance metrics in preparation of weekly, monthly, and annual reports
Experience with creating well-written reports and other documents that are factually accurate, grammatically correct, and free of spelling errors
Ability to review reports, templates, and other documents (QA/QC) to ensure they adhere to highest quality and control standards
Demonstrated ability to leverage federal regulations and related databases to research, compile, generate and analyze findings
Knowledge of MS Office: proficient in Excel, Word, PowerPoint
Strong attention to detail and an analytical mind with the ability to draw conclusions based on evidence as well as report findings to senior stakeholders and government entities

Desired Requirements:

Demonstrated ability to investigate and analyze organizations and people (preferably, schools and students) to verify legitimacy or assess potential risk of fraudulent activities
Experience with assisting Federal Employees in providing information and Reports of Investigations (ROIs) for school and student investigations is highly desired
Familiarity with key DHS data sources in support of compliance operations<
