Position Description

As a Business Operations Manager, you will be responsible for helping design, refine, and operate the core business processes that enable effective service delivery, business development, and internal operations across the Department of Veterans Affairs (VA) Business Unit. The Business Operations Manager will work across programs, growth activities, and internal teams to ensure the VA Business Unit operates with clarity, consistency, and discipline. This role is ideal for someone who thrives in a fast-paced environment, enjoys building structure, and is comfortable working across multiple functional areas. 

Responsibilities: 

In this role, a typical day will include: 

  • Managing and improving day-to-day business operations for the VA Business Unit, ensuring priorities, initiatives, and activities are coordinated across service delivery, growth, and internal operations. 
  • Creating, documenting, and refining business unit–level processes, workflows, and standard operating procedures that support consistent execution across programs and growth efforts. 
  • Coordinating with program managers, technical leaders, and growth staff to track initiatives, risks, dependencies, decisions, and action items, and ensure timely follow-through. 
  • Developing and maintaining dashboards, trackers, and reports that provide visibility into operational performance, staffing, forecasts, pipeline status, and overall business unit health. 
  • Supporting business development and capture readiness activities, including pipeline tracking, capture milestone coordination, staffing inputs, and readiness reviews. 
  • Assisting with operational planning and prioritization, helping translate business unit goals into actionable plans and measurable outcomes. 
  • Facilitating internal meetings, documenting decisions, and ensuring actions are executed and closed in a timely manner. 
  • Identifying gaps, inefficiencies, or risks in how the business unit operates and recommending practical, scalable process improvements. 

Requirements

  • 7+ years of experience in business operations, program operations, PMO, management consulting, or a similar role in a federal services, IT services, or technology environment. 
  • Experience working across service delivery, business development, and internal operations functions. 
  • Demonstrated ability to create, improve, and document processes and workflows. 
  • High proficiency in Microsoft Office applications, including Word, PowerPoint, and Excel, with experience producing executive-ready documents, presentations, and analyses. 
  • Familiarity with Microsoft Teams, SharePoint, Power BI, and Power Automate for collaboration, reporting, dashboards, and workflow automation is a plus. 
  • Experience supporting or working within federal government programs, preferably related to VA, health IT, cybersecurity, or enterprise IT. 
  • Strong written and verbal communication skills, with the ability to produce clear, concise materials for leadership and stakeholders. 
  • Highly organized, detail-oriented, and comfortable managing competing priorities. 

 Desired

  • Familiarity with federal contracting constructs, including IDIQs, BPAs, and task orders. 
  • Background in cybersecurity, IT services, or Health IT programs is a plus. 
  • Certifications such as Project Management Professional (PMP), Certified Associate in Project Management (CAPM), Certified Scrum Master (CSM), or other related certifications are a plus.
