LOGISTICS MANAGEMENT SPECIALIST

Condition of Employment cont. Position identified is a Non-Key Security Cooperation position: "This is a Security Cooperation position due to the nature of the position's duties and responsibilities. Position requires DoD Security Cooperation Workforce Certification. Area of Consideration (AoC) and Level are to be determined by supervisor. Employee must meet DoD Security Cooperation Workforce Certification requirements applicable to the duties of the position. Selectee must meet the designated certification AoC and Level requirement; if not has 1 year (Basic) 2 years (Intermediate-Expert) from Security Cooperation Workforce Development-Database entry date to become certified in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384. Incumbent of this position is required to comply with all Department of Defense and Defense Security Cooperation Agency requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may be subject the incumbent to adverse action. Incumbent is required to maintain 20 hours of professional development continuous learning every two-year period to maintain good standing in the DoD Security Cooperation Workforce Certification Program." This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment, incumbent is (a) to refrain from the use of illegal drugs and (b) if requested, submit to random urinalysis testing. Incumbent must sign a statement acknowledging the position is a TDP. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management position, Logistics Management Series 0346. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the mission, roles, functions, logistical structures, sustainment and supply chain management operations of the DoD, Service Component, DLA, and other organizations that govern, interface with, and/or influence logistics materiel management and procedures to drive logistics operations around the world. Comprehensive knowledge of military command structure, joint forces, missions, programs, and organizational relationships for the management of agency and Joint Forces operations through managing vehicle requirements/requests and logistical needs/requirements for ongoing operations. Ample knowledge of the policies, practices, procedures, regulations, and laws concerning acquisition and logistics management processes and initiatives sufficient to prepare long-range plans, analyze, and coordinate sustainment of major systems throughout their useful life. Comprehensive knowledge of the policies, practices, procedures, regulations, and laws concerning acquisition and logistics management processes and initiatives sufficient to prepare short-range and long-range plans, analyze, and coordinate sustainment of major systems throughout their useful life. Broad knowledge of the logistics information systems and their application for providing qualitative and quantitative assessments sufficient to improve logistics readiness, sustainment planning processes, and to provide effective solutions to complex logistics problems. Knowledge of the methodology required to effectively manage accountability, distribution, storage, inventory and transportation management as it involves overall DoD logistics systems (DPAS, LIW, IGC, AESIP, LMP, GCSS-A, GCSS-MC, SPBUSE, REMIS, MILSTRIP, PIEE) and the overall DoD supply chain management systems. Vast knowledge of management principles, organizational theory and techniques of analysis, administrative regulation regulations covering all facets of the established processes to ensure compliance with established rules and regulations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the global SOF, regional SOF and Theater Special Operations Command's areas of responsibility, logistics policies, Special Operations sustainment and conventional force support command relationships and associated host nation environments to analyze information to determine strategic level implications to SOF, provide senior level recommendations for execution and ensure SOF support equities are considered by GCCs and Services. Knowledge of the Military Decision Making Process, deliberate and crisis logistics support planning, the Joint Staff orders and deployment procedures, roles, functions, organizational structures, and operations of the DOD, USSOCOM, MILDEPs, Services, Combatant Commands, and service logistics automation systems to provide advice and recommendations on logistics management decisions affecting SOF support globally. Knowledge of Joint Staff, DoD, Interagency coordination, procedures, and planning cycle to understand the appropriate timing to provide information and recommendations through appropriate senior level engagements. Knowledge and experience monitoring contingency operations and developing exercise plans for application; developing joint logistics training, objectives, scenarios and control procedures for joint exercises/contingencies; and resolve logistics problems and issues as well as identify gaps in support to SOF. Ability to interpret and deconflict frequently conflicting guidance from multiple sources; transforming it into clear, concise, and easily understood guidance. Must analyze multi-faceted, complex situations and develop courses of action for execution with impacts. Ability to gather, assemble and analyze logistics facts, draw conclusions, conduct analysis and devise recommended solutions to meet SOF requirements globally and package the process in briefings, papers and reports suitable for senior leadership use and decision-making. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
