Project Overview:
Bechtel is the Engineering, Procurement, and Construction (EPC) partner on the Northrop Grumman team to deliver the Sentinel Program, which is modernizing the ground-based leg of the U.S. nuclear deterrent triad, including intercontinental ballistic missile (ICBM) systems and launch infrastructure. Bechtel’s scope of service in Sentinel’s current Engineering & Manufacturing Development phase focuses on the ground infrastructure component of the program.
A major contractor for the United States and allied governments, Bechtel has handled such efforts as chemical weapons demilitarization projects, missile-defense, infrastructure, base operations, procurement and project management, and restoration and recovery spanning half a century. Position Summary:
Supports cost estimating, analysis, and control activities. Duties encompass a variety of tasks including subcontract cost development and analysis. Ideally, we would like an individual with advanced technical skills, EVMS experience, and report/ dashboard development experience.
This is a full-time on-site role located on the Vandenburg Space Force Base in Santa Barbara County, California.
Responsibilities:
- Prepares and presents subcontractor related cost reporting information to management.
- Provides recommendations for cost engineering requirements relative to staffing and project control.
- Prepares detailed staffing plans for cost engineering activities.
- Reviews proposal provisions related to cost engineering and material control and develops supporting data for contract negotiations. Participates in establishing pricing structures to be applied to quantities for estimates.
- Obtains subcontractor, vendor and material information to update cost data files.
- Interfaces with designated management and client counterparts for specific cost presentations.
- Participates in developing and presenting training classes on designated subjects and on-the-job site training for specific processes and practices.
- Prepares and analyzes comparisons of scope, quantities, and cost data.
- Performs productivity analysis of construction operations and verifies results.
- Reviews project work activities to ensure support of project milestones. Coordinates and establishes scoping requirements for the overall cost estimate by discipline or other specialty, and coordinates the timely, systematic, and complete acquisition of scope definition and related data.
- Establishes format and content of summaries and reconciliations, including segregation of cost according to level of confidence and identification of areas of risk.
- Prepares or reviews distributable and/or contractors’ indirect cost estimates, developing basis for temporary facilities, miscellaneous construction services, construction tools and equipment, nonmanual manpower, startup services, payroll taxes and insurance, support facilities and operation, and other field office costs.
