JOB SUMMARY
Leads the implementation of accounting and fiscal management processes for a mid-sized department/agency or specialized accounting functional/technical area. Performs professional accounting duties that contribute to fiscal and financial management of a large work unit in a centralized accounting operation.
STARTING SALARY: $27.19 hourly/$56,555.20 annually

JOB SPECIFIC COMPETENCIES
Knowledge of governmental accounting and auditing principles, practices, procedures, methods, and theory.
Knowledge of computerized accounting systems to include automated accounting systems and their applications.
Knowledge of the specific accounting and reporting requirements and the complete accounting cycle of the organization.
Knowledge of budgetary procedures and controls.
Knowledge of supervisory principles, practices and procedures.
Knowledge of applicable laws, policies, rules etc. related to financial services operations.
Knowledge of personal computers using word processing, spreadsheet, database, and accounting software.
Ability to schedule, assign, monitor, review and evaluate the work of assigned subordinates.
Ability to analyze and audit accounting, fiscal, payroll data, reports and statements.
Ability to prepare accounting and audit records, statements, and reports.
Ability to develop computer-based spreadsheets, graphs, summaries, and reports.
Ability to collect, organize and evaluate data and to develop logical conclusions.
REPRESENTATIVE DUTIES

Formulates, or participates in the formulation of accounting policies, systems, controls and procedures, and monitors their implementation; evaluates effectiveness of, and recommends changes of existing accounting and budgetary systems and controls.
Plans and supervises all accounting functions and activities including disbursements, budget development and analysis, revenue accounting, and preparation of statistical and/or fiscal reports; may manage related functions such as payroll, purchasing and inventory control.
Plans, organizes, directs, controls, and/or supervises assigned accounting and financial functions, programs, and systems to include training new employees, coaching employees and performing performance appraisals of assigned staff.
Prepares complex analysis and reports on accounting problems or projects.
Assists in the preparation of monthly, quarterly, and annual financial reports as well as ad hoc reports both for internal and external distribution.
Prepares, reviews and/or approves functional transactions and processes.
Creates or provides input on policies and procedures.
