General Summary:

Supports the maintenance and inspection of revenue vehicles, (bus and light rail), non-revenue equipment, parts, and components for Dallas Area Rapid Transit's (DART) Maintenance Department.

Essential Duties and Responsibilities:

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Performs complex duties related to technical area of assignment; responsible for highly complex maintenance projects, and acts as COTR; develops cost estimates, schedules, and budgets.
  • Assists section manager in his/her administrative responsibilities as it relates to labor relations and the administration of service and consultant contracts.
  • Provides guidance for the interpretation and application of DART policies and maintenance procedures.
  • Provides leadership and is responsible for the implementation of tests, specifications, special projects, warranty and other technical data, campaigns, and strategies.
  • Performs needs assessments; develops technical objectives and procedures.
  • Provides performance support expertise to guide maintenance mechanics to improve cost structures and overall effectiveness of ongoing work interventions.
  • May be responsible for assuming manager responsibilities in his/her absence.
  • Serves as project manager as assigned.
  • Inspects revenue and non-revenue equipment, parts, and/or components to ensure cleanliness, mechanical functioning, and for state of repair.
  • Prepares maintenance work orders for repair/replacement of equipment and/or parts.
  • Monitors equipment, parts, and components to ensure compliance to technical specifications, performance standards, and contract compliance.
  • Recognizes trends identify problems and recommends action to correct problems. Prepares statistical analysis and interprets results.
  • Promotes established safety, training, technical support, and quality assurance programs.
  • Interacts with section personnel for the application of Quality in Motion (QIM) principles and processes.
  • Develops, or assists with development of Standard Operating Procedures, Standard Practice Bulletins, Standard Campaign Bulletins and other documentation for preventative maintenance and quality assurances.
  • Prepares a variety of reports for management review such as, statistical analysis, activities, etc.
  • Monitors work orders to ensure work is complete and according to specifications.
  • Develops or assists with the development of contract scope of work to purchase new or potential equipment, parts, participates in pre-bid openings, conferences, and meetings.
  • Identifies items through analysis for warranty, fleet defects, system defects for recovery and/or upgrade with coordination through other sections and divisions until resolution is identified and implemented.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  • Bachelor’s degree from an accredited college or university in field of expertise (e.g. Business Administration, Public Administration, Transportation, coach maintenance, heavy equipment, automotive, computer technology, electrical, electronic, occupational technology, curriculum development, engineering, light rail vehicle, rail signal systems, or other technical fields applicable to DART Maintenance). Must have a minimum of 30 credit hours in specified courses; experience will not substitute for these required credit hours.
  • Eight (8) years progressive maintenance service experience in a technical environment including experience in a maintenance area on equipment (e.g., LRT system, coach maintenance, heavy equipment, LRT vehicle, or maintenance support) utilized within DART, including five years of experience overseeing the work of staff and/or subordinat
