About the role

Job Summary:

Western Midstream is seeking a Project Engineering Manager to lead its Longmont, CO based Infrastructure Planning and Project Engineering team, which supports WES’s Rockies assets. The team is responsible for the planning, design, and execution of gas compression, treating, and processing and oil stabilization projects, as well as pipeline and well connect projects, being built in Colorado, Wyoming, and Utah.

 

The ideal candidate for this position will have both a thorough understanding of the planning, design, engineering, and execution of these types of projects as well as prior experience managing engineering, planning, and/or project management teams. 


Qualifications:

  • Ten (10) or more years of relevant work experience planning and/or managing the execution of upstream or midstream facility capital projects; onshore, Lower 48 experience is highly preferred.
  • Five (5) or more years in a management role managing engineering, planning, and/or project management teams.
  • Proven ability to coordinate and communicate with internal and external stakeholders with timely and relevant information.
  • Track record of action-oriented performance including taking control of problem situations, developing solutions, and bringing them to resolution, along with operating with a sense of urgency.
  • Passion for mentoring, coaching, and developing team members.
  • Extensive knowledge of the design and construction of midstream gas and oil facilities including gas compression, treating, and processing and oil pumping, stabilization, and storage facilities as well as pipeline trunklines and well connects.
  • Thorough familiarity with industry codes and standards as well as applicable local, state, and Federal regulations. Working knowldege of applicable envireonmental and safety regulations. 
  • Demonstrated leadership in occupational and process safety principles and their application to design and installation of oil and gas facilities.
  • Knowledge of and experience in utilizing project management techniques and best practices, as applied to both projects and programs.
  • Competency in measuring project cost and schedule performance and progress, as well as an understanding of and experience in implementing earned value performance management.
  • Proficiency with standard office software such as Excel, Word, and PowerPoint.

 

Responsibilities:

  • Set roles and responsibilities, secure resources, and provide work assignments to the Rockies Infrastructure Planning and Project Engineering team. Monitor utilization levels, ensure the team is meeting its commitments, and adjust prioritizations as necessary.
  • Prepare necessary reports and updates for team level progress and forecasts.
  • Interface with internal and external stakeholders for upcoming and current projects with a view of program level activities and ensure staffing levels and assignments are adequate for stakeholder support.
  • Review monthly and annual capital forecasts, accruals, and budgets for the team.
  • Serve as the gatekeeper for team Authorizations for Expenditures (AFEs), confirming requests contain all required project information, economics, and required approvals prior to submittal to management.
  • Provide guidance on the contractor selection process for engineering and construction contractors.
  • Drive contractor performance to deliver projects on schedule and on budget while ensuring contractual commitments are met.
  • Perform look backs and reviews of actual costs against projected budget, review variances, and provide feedback to team on performance or needed changes.
  • Maintain comprehensive knowledge of current project status, actively managing project managers to ensure project costs and schedules are on track.
  • Ensure long-term volumes forecasts are being evaluated and necessary projects are scoped and approved to meet customers needs.  Also, ensure all long-term infrastructure plans are communicated to stakeholders and management.
  • Within the team and stakeholders, promote WES’s safety culture and ensure everyone goes home safe every day.

Education:

  • Bachelor's degree required in Engineering; Civil, Chemical, Petroleum, or Mechanical preffered, other disciplines may be considered with appropriate experience.
