Job Summary:

Management of 200-250 airport development, planning/land acquisition projects from approximately 65 airports. Issue/amend grants based on State Transportation Board Policies. Process grant payments; determining project eligibility; approving project change orders, tracking/reporting all grants status monthly; ensuring final documentation is received to properly close out a project/grant; archiving all closed projects. Prepare Project Master Forms and ensure ADOT accounting establishes proper grant accounts. Conduct on-site inspections of projects to ensure compliance with grants. Prepare presentations for service groups and ADOT staff at the direction of supervisor. Conduct consultation with FAA on sensitive project availability issues related to state and federal joint funding. Assist in the preparation annually of the five-year capital improvement program for the State Transportation Board to review/approve. Provide information to airport sponsors assisting them in accomplishing their projects for planning, land acquisition, and/or design/construction. Must travel to airports within the state and conduct meetings with sponsors regarding the work under a given grant. May include overnight travel.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Review, evaluate, and process sponsor documents submitted for grant eligibility and compliance. Documents include grant applications, consultant contracts, construction contracts, grant reimbursement requests, and other project related documents.

Research, prepare, and process all grant agreements, change orders, and grant amendments for complete documentation of grant coordination and approvals.

Review reimbursement applications to Approve/Deny the Reimbursement Applications, to review project costs and supporting documentation, and to ensure compliance with multiple agency requirements. Communication with Federal Aviation Administration (FAA) and airport sponsors in a professional, courteous, and timely manner.

Conduct meetings between FAA sponsors and consultants to provide information that assists in the completion of projects, to plan for future projects, and to ensure projects remain within the scope, budget, and schedule outlined in the grant. Manage 200-250 airport development, planning, and land acquisition projects for the 65 airports.

Coordinate with airport sponsors and other agencies to prepare the five-year program for State Transportation Board review and approval; including evaluation of project/program submittals, providing technical and eligibility assistance, prioritization, and final document review/preparation.

Organize and present Priority Planning and Advisory Committee (PPAC) agenda items for Aeronautics Group. Recommended items then go on the State Transportation Board for approval.

Audit sponsor's grants for compliance prior to closure and close out grants once in compliance.
