Position Overview:

The Senior Operations and Industrial Security Specialist is responsible for leading GM Defense’s Industrial Security program and ensuring compliance with the National Industrial Security Program (NISP), NISPOM (32 CFR Part 117), controlled unclassified (CUI) regulations, and other data/information security requirements.  This role serves as the primary interface with DCSA and internal stakeholders to manage facility clearance activities, DD Form 254 requirements, personnel security, and protection of classified information and CUI. The successful candidate will drive security awareness and OPSEC/Insider Threat programs, conducts self-inspections and corrective actions, manages incidents and reporting, and partners with Global Security to support physical security and Security Operations Center oversight.

Key responsibilities:

  • Serve as the GM Defense Facility Security Officer (FSO); own day-to-day Industrial Security program execution and operational oversight of compliance with the requirements of the NISP.  Coordinates closely with GM Global Security and GM FSO. 
  • Ensure compliance with Corporate Data Governance policies, CMMC, NIST SP 800‑171, DFARS, FAR, and DoD cybersecurity requirements supporting government contracts. 
  • Contribute to the development and execution of the Information Governance roadmap aligned with defense acquisition contract requirements. 
  • Interpret, manage, and maintain DD Form 254s for prime and subcontract efforts; ensure security requirements are flowed down and executed.
  • Develop, maintain, and administer site security policies, procedures, and plans in accordance with 32 CFR Part 117 (NISPOM), DCSA guidance, contract DD Form 254 requirements and Security Classification Guides.
  • Support local implementation of corporate security policies, standard operating procedures, and governance requirements and revise when required to maintain compliance with contract requirements, federal regulations, and corporate policies and procedures.
  • Support development of OPSEC and Industrial Security strategies aligned with GM Defense’s growth plans.
  • Maintain Facility Clearance (FCL) status and Key Management Personnel (KMP) records in government systems (e.g., NISS); coordinate directly with DCSA and support security reviews and inspections.
  • Provide security consultation during capture, proposal, and throughout the program lifecycle.
  • Safeguard classified information and Controlled Unclassified Information (CUI), including marking, storage, transmission, accountability, and destruction requirements.
  • Administer the Personnel Security program end-to-end (PCL submissions, indoctrinations/debriefings, access changes, and periodic reinvestigations) using applicable systems (e.g., DISS/NBIS as required).
  • Process and manage visit requests for classified unclassified and international visits. Maintain visit requests, approvals and visitor logs to ensure visits are authorized and compliant. Provide escort briefing when applicable
  • Partner with IT/Cybersecurity to support compliance obligations impacting GM Defense programs (e.g., NIST SP 800-171/CUI, CMMC readiness, and related control implementation and evidence).
  • Develop and deliver Security Awareness Training & Education, OPSEC, Insider Threat, and CUI training/briefings for cleared and uncleared personnel.
  • Act as Insider Threat Program Senior Official (ITPSO) and lead Insider Threat activities in accordance with DCSA expectations.
  • Develop, implement, and maintain Operations Security (OPSEC) plans and supporting procedures for GM Defense programs and sites.
  • Plan and execute self-inspections, audits, and assessments (facility, physical security, and program compliance); track corrective actions and risk mitigation through closure.
  • Manage security incidents and violations, conduct administrative inquiries, implement corrective actions, and complete required reporting in coordination with Legal/Compliance and DCSA as applicable.
  • Partner with GM Investigations and Security Technology teams to support incident follow-up and identify opportunities for system upgrades based on lifecycle, risk reduction, and efficiency.
  • Partner with GM Global Security, site leadership, and functional teams to support physical security and fire/life-safety operations in alignment with GM Global Security standards and site procedures, including after-hours response as required.
  • Oversee the UL-certified Security Operations Center to ensure all security systems (video surveillance, intrusion detection, and access control) are operational and properly maintained; serve as the contract monitor for the Security Services contract (access control, CCTV/recording, intrusion detection, and service maintenance, repairs, annual
