Job Duties
The Virginia Department of Emergency Management is seeking qualified candidates for the position of Situational Awareness Unit (SAU) Shift Leader.
The SAU Shift Leader is responsible for delivering accurate emergency communications, situational awareness, and warning services across the Commonwealth of Virginia. Operating within a 24/7 emergency management environment, the Shift Leader manages the emergency communications network during assigned shifts, initiates response actions, and allocates state resources during crises. This role includes handling both emergency and non-emergency calls, making sound decisions to successfully coordinate multi-agency functions, and performing routine operational checks of communication systems.
The SAU Shift Leader will also be responsible for analyzing data and overseeing alert notifications to staff, government agencies, and emergency responders about ongoing emergency events and local incidents. This role is also responsible for supervising the SAU Analysts during shifts, conducting weekly staff training, and serving as the primary resource for addressing complex operational issues.
All VDEM employees are designated as essential personnel and may be required to work during emergency situations, such as inclement weather; and natural or man-made disasters/events as directed. This may require irregular work hours, work at locations other than the official duty station and may include duties other than those specified in the employee's official EWP.
Minimum Qualifications
- Extensive knowledge of standard communication procedures and equipment.
- Considerable knowledge of the principles of supervision and training.
- Knowledge of geographical areas of the state.
- Knowledge of relevant Federal, State, and local laws, codes, and regulations.
- Knowledge of policies and procedures of recordkeeping, including the maintenance and security of communications reports.
- Knowledge of principles and resources for dealing with hazardous materials.
- Ability to complete computer tasks related to typing of information and completing documents on computer systems with accuracy, speed, and minimal supervision.
- Ability to handle multiple tasks with strong coordination and organizational skills.
- Demonstrated ability to read and interpret maps, policies, procedures, and regulations.
- Demonstrated ability to communicate effectively orally and in writing with diverse populations.
- Ability to analyze data in order to make decisions and maintain situational awareness across the Commonwealth.
- Demonstrated ability to operate public safety emergency communications equipment.
- Demonstrated ability to work in a team environment with all authority levels of local, state, federal, private sector, and volunteer groups.
- Ability to work under stressful conditions and to operate specialized emergency vehicles.
Additional Considerations
- Demonstrated experience leading or serving as a watch analyst within an emergency response organization.
- Experience working in public safety, emergency management, emergency communications center, or customer service environment.
- Virginia Criminal Information Network (VCIN) level B Certification
