Duties and Responsibilities
This Senior Assistant General Counsel position reports directly to the Chief Counsel for Administrative Services within the Office of General Counsel. The position is responsible for drafting and analyzing legislative bills and amendments; coordinating legislative bill reviews for the Department; and oversight of the implementation of new legislation. Further, this position will have primary responsibility for supervising Department-wide administrative rulemaking. In addition, this position may handle other work which includes reviewing and drafting contracts and leases; reviewing and drafting Department-wide policies and procedures; and providing legal advice regarding public records. This position will represent the Department in administrative, legislative and civil venues, and will be responsible for preparing pleadings, briefs and research projects as needed.
Knowledge, Skills, and Abilities
- Knowledge of the Legislative process, including review of proposed legislation.
- Proficiency in civil, appellate and administrative litigation.
- Excellent writing and communication skills.
- Knowledge of Florida Statutes, Florida Administrative Code, and Federal laws, rules, and regulations.
- Knowledge of the rule making process.
- Knowledge of contracts and public procurement law.
- Ability to identify complex problems and review related information to develop and evaluate options and implement solutions.
- Ability to use relevant information and individual judgment to determine whether events or processes comply with laws, regulations, or standards.

- At least five (5) years of civil or administrative law experience.
