About the role

Job Description

The Bureau of Child Care ensures that child care services in New York City operate in compliance with the New York City Health Code and New York State Social Service regulations and are licensed or permitted as required by law. The Bureau routinely monitors child care programs to protect the health and safety of children while in the child care environment, and actively works to improve and expand access to high quality programs which support early childhood development and learning.

Reporting to the Director of Administration and Strategic Planning the Deputy Director will measure and monitor the achievement of Bureau-level and Agency-wide metrics for the Bureau of Child Care's business operations. This includes evaluating program performance, operational efficiency, and fiscal management.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
- Provide leadership and general direction to bureau personnel in planning, conducting, and coordinating specific evaluation or research projects.
- Prepare reports, budgets, scope of work and other documentation required for contract, grant, and budget administration.
- Analyze expenditures and variance reports for multiple funding sources, to ensure spending and headcount allocation is in accordance with program and grant guidelines.
- Analyze operations, including quantitative and qualitative data analysis, evaluate best practices, and assess operational improvement opportunities.
- Develop project plans, estimate work effort, track progress, develop deliverables and implement changes.
- Create, use and update project plans, spreadsheets or other appropriate tools to manage tasks and ensure transparency; Ensure timely completion of high-quality work products.
- Generate various project-related documents including schedules, project plans, presentations, meeting agendas, minutes and status reports.
- Develop periodic reports of relevant, compelling, succinct project information and metrics which synthesizes information from multiple sources.

PREFERRED SKILLS:
- Proven record of initiating and managing complex, interdisciplinary projects and financial oversight.
- Experience mediating among groups with competing perspectives, overseeing complicated organizations, and pioneering innovative solutions to intricate problems.
- Excellent organizational skills to ensure timely completion of assigned projects.
- Strong strategic planning, policy development and project management skills.
- Ability to think outside the box to analyze and modify organizational structures with an eye toward improvement, accountability and control.
- Ability to distill complex material into actionable recommendations.
- Strong written and verbal communication skills.
- Advanced knowledge of MS Office Suite, particularly Excel, PowerPoint and Project.
