Description
Markon is seeking a knowledgeable Defense Business Systems Policy Expert to provide expertise in Defense Business Systems (DBS) and IT infrastructure systems to support program management and acquisition decision-making. The role involves analyzing cost, schedule, performance, and risk while driving the development and integration of DBS policies to align with DoD initiatives.
Responsibilities
- Conduct capability-based and technical analyses for DBS and IT infrastructure systems to support program management and acquisition governance.
- Assess cost, schedule, performance, risk, and supportability for DBS programs and systems.
- Provide subject matter expertise in acquisition, technology, contracting, and program management for DBS initiatives.
- Support the development and integration of DBS acquisition pathway policies with Chief Information Officer (CIO) initiatives.
- Identify existing commercial or government solutions to address DoD needs and recommend business process revisions to align with IT best practices.
- Recommend policies to minimize IT customization, reduce risks, and maximize benefits of commercial software adoption.
- Support DBS pathway engagements, conferences, and governance activities.
- Assist with drafting testimony, appeals, and responses to Congressional inquiries and audits from the GAO or IG.
- Obtain and maintain user accounts in DITIP, DITPR, and SNaP-IT systems to support DBS pathway policy development and enhancements.
Qualifications
- Must possess a DoD Secret clearance. Interim Clearances are acceptable.
- Bachelor’s degree in IT, Business Administration, or a related field.
- Strong understanding of Defense Business Systems and IT infrastructure systems, including acquisition and program management principles.
- Familiarity with DoD Instruction 5000.76 and related policies for Internal Use Software management.
- Experience in analyzing and mitigating risks in IT acquisition and implementation.
- Knowledge of IT investment and reporting systems such as DITIP, DITPR, and SNaP-IT.
- Proficiency in identifying and implementing IT best practices from commercial or government environments.
- Excellent analytical, communication, and technical writing skills.
- Ability to collaborate with cross-functional teams, DoD stakeholders, and senior leadership.
Salary Range
USD $180,000.00 - USD $210,000.00 /Yr.The Markon pay range for this position is a general guideline only and not a guarantee of compensation or salary.
