Job Description

Position Overview

This is a full-time position located in Oklahoma City, OK.

The Human Resources Director will unify organizational needs to service the Oklahoma Turnpike Authority by standardizing and personalizing human capital management and employee lifecycle outcomes. Responsibilities will include oversight of the following divisions: Employee Relations, Human Resources Operations, Payroll, Talent Management and Work Safety.

Primary Duties and Responsibilities

  • Plan, direct, and coordinate operations of the Human Resources Department including but not limited to recruitment and retention, employee relations, performance management, benefit coordination, training and development, safety and compliance.

  • Provide strategic direction within the Human Resources Department ensuring the successful implementation of programs and completion of mission critical goals.

  • Lead budget activities for the department including administering the Administrative Services budget, conducting strategic planning for future budget and program direction, and assisting with preparation of the agency’s budget.

  • Provide counseling, performance evaluation, training, motivation, discipline, and development for employees of the Human Resources Department

  • Coordinate with the OTA Director, leadership, divisions, and other stakeholders in matters related to policy and legislation for human resources related matters.

  • Interpret human resources rules and laws for accurate and consistent application within the agency.

  • Investigate and resolve highly sensitive and confidential human resources matters; confer with agency officials, legal counsel, and others in resolving legal actions.

  • Complete job audits to identify duties and responsibilities assigned to employees; advise agency officials on developing job descriptions and other materials to describe positions and duties performed by employees

  • Conduct compensation surveys by collecting and evaluating salary data; prepare recommendations for salary changes; determine salary changes authorized for specific actions such as appointments, promotions, transfers, and demotions.

  • Seek feedback from the agency director, peers, subordinate staff, and employees to develop a plan to execute the goals and objectives of the division.

  • Communicate and implement the vision, mission, and values of OTA within the Human Resources Department.

Physical Demands and Work Environment

  • This position works in a comfortable office setting with a computer for a large percentage of the workday. 

  • The noise level in the work environment is usually mild. 

Minimum Qualifications

Education and Experience requirements at this level consist of a bachelor’s degree and six years of professional experience in human resources management, or a closely related field including three years in an administrative capacity; or an equivalent combination of education and experience, substituting one additional year of professional or technical public sector human resources management experience for each year of the required education.

Preference will be given to candidates who possess an HR certification (e.g., PHR, SPHR, SHRM-CP, SHRM-SCP)

  • Knowledge of Human Resources federal and state law

  • Knowledge of Human Resources best practices

  • Ability to interpret and apply laws and rules to human resources functions

  • Ability to develop and mentor others to maximize individual and team performance

  • Ability to act professionally and unbiasedly in accordance with state and federal law
