Development Manager, Operations

As Veikkaus transforms into an international product company, our 84-person unit must operate as a world-class product organization. Your role is to get hands-on and build the operating model that makes this possible, enabling us to deliver valuable, centralized platforms and components with a platform engineering mindset.

You will implement and run the key processes that steer the entire unit, including its leadership, steering group, and five development teams. These covers defining goals and KPI frameworks, creating effective reporting structures, and removing operational friction across the organization. The objective is an operating model so clear that our teams can focus purely on engineering excellence.

This is a core role for building the operational foundation our international growth depends on. It is a unique opportunity for an operations professional with an engineer’s mindset to design and run a high-performance operating model at scale.

As Development Manager, Operations, your role has two core functions:

First, your primary responsibility is to build and run the operational foundation that enables our 84-person unit to function as a world-class product organization. You will be responsible for ensuring the unit’s strategic direction is translated into effective operational execution. Crucially, this is a hands-on role. Building Veikkaus’s well-founded agile frameworks, you will work directly with our teams to optimize their application, identify and remove systemic friction, and ensure their ways of working are as lean and effective as possible.

Second, you will make the unit's steering group highly effective. You will manage its annual operational clock and strategic agenda and be responsible for creating and collecting the reports essential for data-driven decision-making.

This role is positioned at the center of the unit's operations, requiring direct collaboration with key stakeholders. You will work with the head of unit to set and align on operational priorities. For the steering group, you are responsible for preparing the topics and data for decision-making and tracking the resulting initiatives. With team managers, you will work to optimize development processes across the unit, acting as a key resource for identifying systemic friction and supporting them in implementing improvements.

What it takes to succeed in this role:

  • A natural drive to get things done and a proactive mindset
  • A proven track record of designing and implementing operational processes (e.g., goal setting, KPI frameworks, reporting) for a large-scale organization (50+ people).
  • Mastery of modern agile product development frameworks (e.g., Scrum, Kanban, Increment models) with hands-on experience in optimizing their application within a real-world engineering environment.
  • A strong technology background and an understanding of platform engineering principles, sufficient to hold credibility and work effectively with senior engineers and team leaders.
  • Excellent communication skills with a proven ability to influence stakeholders and drive alignment across teams and leadership levels without direct authority.
  • Strong analytical abilities and the skills to create clear, data-driven reports and materials that support strategic decision-making.
  • The ability to work at our offices at least three times a week
