Role:
The NATO Business Applications Centre Resource Portfolio Management (RPM) Office's primary role is to lead planning, monitoring and reporting activities relating to financial, resource, portfolio (projects and services), and workforce management, including the Corporate Planning and Execution Monitoring processes.
The Resource Manager (Finance) works in close coordination with the Head RPM Office, and the Finance functional area, and is responsible for the budget and finance related duties of the RPM Office.
Duties and Responsibilities:
- Monitors and maintains financial records to agreed requirements for compliance and audit.
- Assists with identifying and calculating process, service, project and component costs for financial planning and budgeting.
- Collates required financial data and reports for analysis and to facilitate decision-making.
- Explains the functions and features of budgeting tools, and implements the organization's budget cycle and process.
- Assists in the collection and preparation of required budget information.
- Detects and interprets budget variances and overruns.
- Uses basic tools to create simple financial reports, and analyzes financial reports for errors or inaccuracies.
- Implements organizational methods and procedures for financial report writing and monitors compliance with organizational standards.
- Oversees an organization's expense management processes and utilizes a number of diverse expense management tools and methods.
- Designs, prepares, summarizes and presents expense management reports.
- Studies and evaluates the audit trails of various operational processes, and completes, files and maintains forms used for internal control documentation.
- Maintains visibility and reports on the status of all open contracts in the Business Area, working closely with the Acquisition staff, identifying potential contracting issues and proposing remedies.
Requirements
- NATO Secret security clearance
- Previous experience of working in a financial capacity in NATO is highly desirable.
- A thorough knowledge of one of the two NATO languages, both written and spoken, is essential and some knowledge of the other is desirable.
- NOTE: Most of the work of the NCI Agency is conducted in the English language.
- Deciding and Initiating Action - Takes responsibility for actions, projects and people; takes initiative and works under own direction; initiates and generates activity and introduces changes into work processes; makes quick, clear decisions which may include tough choices or considered risks.
- Higher vocational training in a relevant discipline with 2 years postrelated experience. Or a secondary educational qualification with 4 years post-related experience.
- Experience with budget and financial management and elementary financial reporting.
