The Program Director for the CRP/HYS Sheltering Department establishes and maintains social service networks in communities, implements program philosophy and goals, maintains and increases the infrastructure of services, and actively participates in the Mid-Willamette Valley Community Action Agency director's team. This position supervises program staff to ensure achievement of program goals as well as compliance with agency policies and procedures. This position will develop and oversee residential and shelter policies based on evidence-based practices, focus on program development and develop equitable pathways to ensure positive shelter outcomes.

MINIMUM QUALIFICATIONS The requirements listed below are representative of the knowledge, skills, and/or abilities required of this position.
EDUCATION and/or EXPERIENCE
- Bachelor's degree in Administration, Social Services, or a related field.
- Four years of experience in administration or program management/coordination in a social service or community services setting.
- Two years of supervisory experience.
- A preference will be given to those with experience managing/coordinating programs working with vulnerable or at-risk populations, including people experiencing homelessness or at-risk of homelessness.
CERTIFICATES, LICENSES, REGISTRATIONS
- Driver qualifications are required for this position. Valid driver license, insured vehicle available for use on the job, and a satisfactory drive record for the previous three years are required.
- Candidate must pass a comprehensive MWVCAA background screening prior to employment.
- Candidate must pass Oregon Department of Human Services criminal background check.
- BLS/First Aid Certification or the ability to obtain within 60 days of hire.
- Candidate must pass pre-employment and random drug/alcohol screenings.
KNOWLEDGE, SKILLS, AND ABILITIES
- Grant and Budgeting Expertise: Familiarity with federal, state, and local grant procedures and budgeting requirements; ability to gather, report data, and maintain grant funding.
- Problem-Solving & Analytical Skills: Skills in addressing challenges where little standardization exists; ability to read, analyze, and interpret scientific, technical journals, financial reports, policy, and legal documents.
- Communication Skills: Effective presentation and written communication skills to senior management, staff, public groups, youth, and community partners.
- Interpersonal & De-escalation Skills: Demonstrated ability in de-escalation, motivational interviewing, active-listening, and building healthy boundaries and relationships with youth and community partners.
- Teamwork & Leadership: Flexibility and adaptability to changing circumstances; proficiency in project management, teaching, group facilitation, mentoring, supervision, and delegating responsibilities within a team.
- Computer Proficiency: Proficient in Microsoft Office including Word, Outlook, and Excel; ability to use social media communication and video conferencing tools such as Zoom, GoTo, Microsoft Teams, etc.
- Regulatory & Compliance Knowledge: Prior training in CRP/First Aid, Food Handler's, Mandatory Reporting, Privacy Laws, Trauma Informed Care, Suicide Intervention, Collaborative Problem Solving, and Recognizing & Reporting Child Abuse & Neglect.

Program Management
- Manages all grants and programs of CRP/HYS – Shelter department.
- Develops and implements program guidelines, policies and procedures designed to promote shelter access and integration of multi-disciplinary services across Marion and Polk County.
- Oversees and strengthens department workflows towards improving client service outcomes, including health care systems and networks.
