The Deputy Chief Information Officer (DCIO), working with the EVP/Chief Information Officer is responsible for providing the strategic leadership and the operational direction for the Alliance Information Technology Department, including leading the formation and refinement of the information technology strategic plan while ensuring alignment with the overall Alliance Strategic Plan and priorities, leading a diverse team of technology professionals, and engaging various clinical and operational stakeholders throughout the organization, resulting in a growing confidence in technology utilization and engagement. This individual participates in system design, selection, contracting, budgeting and implementation for all corporate IT systems and strategic initiatives, including all state and regulatory contractual requirements, while ensuring compliance with NCQA, HIPAA, NIST 800-53 and other security requirements and regulations.
This position will allow the successful candidate the ability to work remote certain days of the week. The employee will also be required to work onsite one to two days a week at the Alliance Home office (Morrisville, North Carolina).
Responsibilities & Duties
Leadership of IT Staff and Initiatives
- Provides support for the EVP/CIO by accepting and completing day to day projects and assignments
- Supports and coordinates IT system design and development, contracting, budgeting, procurement, and implementation of enterprise information systems
- Participates in IT vendor and contract and relationship management for all enterprise IT technology solutions
- Participates in the development and supervision of the planning, management, and development of IT policies, procedures, and systems
- Provides timely and effective communications to Alliance staff in supporting IT Initiatives and Strategic Plans
- Supports the planning, organization, and implementation of the Alliance infrastructure and security for all corporate locations
- Participates, plans, and implements Alliance’s strategic direction for operating within the IDD BH Tailored Plan and Medicaid Direct Contracts
- Provides strategic and tactical planning, development, evaluation, and coordination of the information and technology systems to maintain innovative, effective and cost beneficial enterprise IT operations and solutions
- Participates in meetings and communications between the Alliance IT department, executive management, internal staff, providers, the Department of Health and Human Services (DHHS), vendors, and other technology resources internal and external to the organization
- Develops and implement user training programs, as appropriate
Oversight of Budgets/Contracts
- Provides insight to other departments on the evaluation, selection, contracting, implementation, maintenance and support agreements for all information and IT systems, ensuring appropriate financial investment in strategic and operational systems for the organization
- Participates in system evaluations to develop the business scope, requirements, and success factors to identify and measure the successful implementation of IT systems or solutions
- Participates in the development, monitoring and management of the annual operating and capital budgets for all information and technology systems purchased and contracted for use throughout the organization
- Maintains vendor relationships with IT suppliers to keep abreast of current technology solutions, equipment, prices, and terms of agreement to minimize the investment required to meet established service levels
- Evaluates hardware and software alternatives, perform appropriate cost benefit analysis, and recommends solutions that maximize effectiveness and minimize costs commensurate with acceptable risks
IT Planning and Policy Development

Participates in the annual IT planning process that will evaluate existing technology, information systems, disaster recovery and failover, and staffing requirements

Research new solutions and technologies and recommends potential purchases, upgrades and changes to meet the changing business requirements

Participates in the review of business requirements and requested enhancements and system changes for both internal and vendor developed software applications

Develops and manages IT project plans for new development and system implementations to ensure projects are completed timely and on budget, while satisfying the business needs
IT Systems and Relationships Administration
- Promotes and supports relationships and communications between Alliance’s IT resources, and external entities (e.g., government, hospitals, providers, vendors, and other health
