Global Roving Emergency Cash and Markets Specialist

What we are looking for

Solid experience in Cash & Markets, exposure in various contexts including emergency settings within the humanitarian sector.

High level of knowledge and experience setting up new rapid responses in complex and volatile contexts including programme development, policy/strategic guidance, developing practical tools and resources.

Knowledge and skills in market analysis, cash-based interventions and market-based programmes.

High level of flexibility with the ability to adapt to the programmatic needs to various contexts.

Language skills in one of the following: French (preferred), Spanish, or Arabic, in addition to English.

What you will do

The purpose of the Global Roving Emergency Cash and Markets Specialist position is to deploy to humanitarian crises and start-ups to provide technical development, strategic direction and quality assurance to cash and markets programming. This includes mentoring, training and capacity building of staff on related technical capacity.

The postholder may also fill the role as Cash and Market Programme Development Manager at country office level. 

The main purpose of the Global Roving Emergency Cash and Markets Specialist position is, but not limited, to: 

1. Support country office start-up
2. Support emergency response in existing country offices
3. Gap filling in case of a critical gap, AND
4. Providing support with the design, reaching results and capacity development components of related programming 
5. Act as a focal point for Cash and Markets in the ERS.
6. Supports global and regional level initiatives related to the function 

The Global Roving Cash and Markets Specialist will undertake short-term deployments, up to 6 months, to different NRC country operations. All deployments will be to crisis and conflict contexts. 

The Global Roving Cash and Markets Specialist  will:

• Develop related strategy, technical guidance and Macro logframes that are aligned with NRC’s Global Strategy and regional strategies and priorities.
• Provide technical direction and project implementation support.
• Support the consideration and inclusion of cash-based interventions and market-based approaches within (and across) NRC core competency responses, where appropriate.
• Contribute to the institutionalization of cash-based interventions and market-based programmes though capacity building, guidance and SOP development and interdepartmental engagement.
• Identify trends, technical standards and donor priorities and contribute to fundraising, develop and revise funding proposal, budgets and donor reports.
• Ensure compliance with contractual commitments and adherence to NRC policies, guidance and procedures as well as ensure high technical quality and synergies in project implementation.
• Contribute to Monitoring and Evaluation (M&E), using M&E data to adapt programming where needed.
• Ensure that key learnings are extracted from implementation, and incorporate them in the programming and staff development processes.
• Represent NRC in relevant forums/clusters, including with national authorities and donors.
• Promote the rights of IDPs/returnees in line with the advocacy strategy

What you will bring

• Minimum Bachelors/First Level University Degree.
• Minimum 4 years of experience in Cash and Markets in a humanitarian context
• Advanced knowledge and skills in market analysis, cash-based interventions and market-based programmes 
• Experience in drafting and encouraging implementation of policy/strategic guidance, and developing practical tools and resources
• Experience from working in complex and volatile contexts - solid understanding and experience of refugee and IDP crisis contexts. 
• Flexibility, with the ability to adapt to the programmatic needs of the specific deployment 
• Fluency in English and one of the following languages: French, Spanish or Arabic, both written and verbal. 
• Valid driver’s license
