POSITION: Tribal Response Program Manager

SALARY: $39.19-$42.82, per hour

REPORTS TO: Environmental Trust Director

LOCATION: Environmental Trust, Nespelem, WA 

Basic Functions: This is an exempt position. The Tribal Response Manager is responsible for the Tribal Response Program (TRP); applicable tribal, state, and federal laws and code compliance; implements hazardous substance control and cleanup activities which affect Tribal lands or waters; and coordinates with state and federal government agencies on hazardous substance cleanup regulations and related issues. 

MINIMUM QUALIFICATIONS:

Education and Training: 

• The position requires a Bachelor’s degree involving major study emphasis on environmental sciences such as chemistry, geology/hydrogeology, environmental planning, engineering, soil science, biology, forestry, or a related discipline in cultural/natural resources or environmental science AND three to five years’ experience related to interpretation and enforcement of Tribal cultural/natural resource protection regulation.
• College level training in general chemistry, basic physics, calculus and advanced algebra, biology, or geology is desirable. Experience in Incident Management System, emergency/disaster response, GIS technology, records management, and climate change impacts to the natural and built environment are also desirable. 
• A Master’s degree is preferred and may substitute for some experience.  Experience and knowledge of Tribal sovereignty and Tribal cultural values related to the natural environment is preferred.
• Requires a valid driver’s license and eligibility for the Tribes’ vehicle insurance.  Must maintain throughout employment. 

Knowledge, Skills, and Abilities:

• Requires the knowledge of earth sciences principles relevant to hazardous substances management in the environment including aspects of geology, biology, chemistry; characteristics of soil; and behavior of pollutants in groundwater. 
• Requires the knowledge to know principles and practices of hazardous substances assessment including American Society for Testing & Materials (ASTM) requirements for Phase I and Phase II Environmental Site Assessments.
• Requires the knowledge to know principles and practices of hazardous substances cleanup including remedial methods capable of achieving environmental cleanup standards in water, soil, or sediment; hazardous materials personal protection and safety practices.
• Requires the ability to know relevant tribal and federal regulations including HSCA, CERCLA, RCRA, and UST statutes; relevant Washington state regulations including Model Toxics Control Act (MTCA).
• Requires the ability to perform complex level tasks with minimal help or supervision; make independent decisions and use sound and professional judgement in performing assigned tasks; assume new responsibilities and self-train or seek instruction as needed to achieve task objectives; works well and effectively with others; write clearly and concisely and prepare official and technical documentation; learn systems and detailed computer software functions quickly; supervise contractors and provide oversight during contractor performance; analyze field conditions at sites and be able to determine where threatened and actual release of hazardous substances has or will occur.
