Your Specific Responsibilities:

This is a highly responsible professional position as the Water Safety Coordinator in the Violence and Injury Prevention Section, Bureau of Family Health Services, Division of Community Health Promotion. This position reports to the Violence & Injury Prevention Section Administrator. Duties include, but are not limited to, the following:

 

Coordinates the Department’s Swim Lesson Voucher Program, including maintaining the swim instructor/vendor list, registration of new vendors, follow up with current vendors with expired certifications; providing customer service for public inquiries pertaining to the voucher program; working with county health departments, county health systems, and office of information technology, when necessary, to ensure maximum function and timely and efficient processes. 

 

Serves as administrative support for the statewide WaterSmart FL Task Force, providing technical assistance to ensure regularly scheduled meetings of the task force and subcommittee, including minutes. Assist with recruitment of new partners. Coordinate water safety activities and support the state implementation of the US National Water Safety Action Plan. 

 

Assists with development and dissemination of water safety/drowning prevention related messaging, reports, briefs, workplans, press releases, and other communication materials. Ensure the Water Smart FL website is updated regularly. 

 

Serves as a contract manager as required by section 287.057 (15 a-d), Florida Statutes (F.S.). Responsibilities include processing provider invoices, contract monitoring (fiscally, administratively, and programmatically), preparing for internal audits, maintaining budget log, and reviewing quarterly expenditure reports; developing and executing renewals and amendments as required; and ensuring providers are compliant with all state and federal regulations, affiliated administrative policies, and procedures for the provision of program services. May conduct procurement-related duties other than contracts including creating, monitoring, processing, approving, purchasing, and payment of direct orders (DOs) and commodity P-Card purchases requiring use of MFMP, Next Gen, FLAIR, and ensuring compliance with established procedures. Develops and executes Request for Proposals; Scopes of Work/Attachments for State Term Contracts, and manages Schedule C agreements with local departments of health.

 

Performs other related duties as assigned.

 

Required Knowledge, Skills, and Abilities:

Knowledgeable of and ability to implement contract management procedures and policies; ability to collect; evaluate and analyze data to develop alternative recommendations; ability to form consensus and solve problems; work effectively within a time sensitive environment; document workflow and other activities relating to the improvement of operational practices; create and organize information into logical formats for presentation in reports, documents, and other written materials; conduct fact-finding research; utilize problem-solving techniques; works independently; ability to read, interpret, and apply applicable federal, state, and departmental rules, regulations, standards, policies, and procedures; plan, organize, and coordinate work assignments; write and communicate effectively, and establish and maintain effective working relationships with others. Proficient with Microsoft Word, Excel, and Outlook.

 

Qualifications:

Florida Certified Contract Manager’s certification as required by section 287.057, Florida Statutes (F.S.). Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
