Senior Director, Advanced Data Solutions

JOB SUMMARY:

As we continue to expand our project delivery, product offering, and client service capabilities, we are seeking a dynamic and experienced Senior Director of Technology to join our executive team, helping drive the Advanced Data Solutions ongoing growth and transformation. 

Reporting directly to the Vice President of ADS, the successful candidate will be a strategic leader with exceptional decision-making capabilities, a strong background in financial management, outstanding client management and relationship skills, and the ability to build and lead a team of high performers. 

The Senior Director will oversee delivery excellence for the ADS portfolio of projects, providing strategic oversight to Project Managers, technical leaders, and delivery teams. Contributions and key elements of this role include assuming the responsibilities of Project Director, as needed, to ensure seamless project oversight and client management, collaborating with IT/Engineering and security teams to address technology escalations, strategizing with the Business Development Director to explore new service offerings, and working with the Legal team to manage contractual obligations. 

In partnership with the Finance team, the Senior Director will monitor the fiscal health of the ADS administrative, product infrastructure, investment, and portfolio budgets.  The successful candidate will work closely with the Operations Director to lead the bi-annual project and administrative Cost-to-Complete exercises. 

Additionally, the Senior Director, along with the ADS leadership team, will develop and implement the Center’s growth, delivery, and product strategies, and its operational model.  This includes playing a key role in talent acquisition and staff development and retention and aligning the team’s capabilities with ADS’s long-term goals.

The ADS Center provides imaginative and outcome-driven products and services to deliver innovative and tailored research technology solutions to government and private organizations interested in solving complex research questions facing today’s world.  We leverage over 18 years’ experience providing data governance, access, management, analysis, and dissemination of high-risk sensitive and confidential data assets to support our client’s programs and a robust researcher community.  Our expertise and reputation as thought leader in confidential data management is demonstrated by the research technologies with develop and implement like the market-defining NORC Data Enclave®. 

RESPONSIBILITIES:

• Work closely with manager(s) within the area of operations to ensure NORC policies are followed and that projects are managed effectively within budget, scope, time, and quality.  

• Develop criteria and oversee the appropriate balance between staff satisfaction, and the time, budget, and quality constraints of projects and NORC. Advise on project staffing and training needs to improve the execution of projects. 

• Collaborate with IT leadership to establish processes and policies, particularly in respect to staff management as well as support of quality assurance and continuous improvement of project operations and project management.  

• Oversee budget expenditures within the department, reporting variances and suggesting solutions to align plan vs actual cost. Assist project directors in identifying an effective and efficient approach to IT project work, within the project constraints of budget, schedule, scope, and quality.  

• Provide guidance to maintain and improve the technological support of projects and ensure efficient execution of all applications and systems that may span areas beyond immediate area of responsibility. 

• Perform other duties as assigned.  

REQUIRED SKILLS:

• Bachelor's Degree in Information Technology or a related field. 

• At least 12 years' experience in related IT systems and operations functions, with 5 years in a management capacity. 

• Must have experience managing and mentoring management level staff.  

• Experienced client/relationship manager. 

• Strong analytical and project management skills.
