SALARY: $95,167 to $123,717

GENERAL JOB DESCRIPTION                                                                                                  

Assistant to the Fire Chief with direct responsibility for controlling, coordinating, and supervising the Administration, Community Risk Reduction, and Safety & Support divisions. Responsible for accreditation management, financial oversight, public records management, fire prevention, human resources and professional development, policy development, and execution of department policies, procedures, and operating guidelines. Daily activities include carrying out the mission, vision, and values of Cheyenne Fire Rescue through positive interaction with personnel and the public, community partners, city staff, and governing body members. The Deputy Chief of Administrative Services works under the general supervision and guidance of the Fire Chief. In the absence of the Fire Chief, the Deputy Chief of Administrative Services may exercise authority to act as Fire Chief, ensuring continuity of operations and departmental leadership. Directly supervises personnel assigned to administrative services, community risk reduction, and safety and support divisions.

PRIMARY DUTIES AND RESPONSIBILITIES


  1. Manages and directs the accreditation process for the department, serving as the designated Accreditation Officer. Makes recommendations for accreditation standards, schedules inspections and assistance from partnering agencies, develops proof of compliance for standards, prepares policy drafts and written documentation, and collaborates with senior staff to coordinate functional areas of responsibility for evaluation.
  2. Develops, recommends, maintains, and updates departmental policies, procedures, Standard Operating Guidelines (SOG's), Standards of Cover (SOC), strategic planning, master planning, community risk analysis, and departmental self-assessment manual in collaboration with the Fire Chief and senior staff.
  3. Manages compliance activities and programs focused on providing support and recommendations to senior staff in areas of long-range strategic planning, monitoring and developing effective performance measurements, fire protection services, and quality assurance for departmental programs.
  4. Develops and administers budget oversight for all divisions within administrative services, including Community Risk Reduction and Safety & Support. Recommends budgetary requirements and needs to the Fire Chief for general fund requests and assists with delivery of budget goals and narrative to the governing body.
  5. Manages response data for the department to develop annual reports and matrices outlining the organization's level of service to the community. Analyzes data and prepares technical reports regarding departmental activities and performance.
  6. Makes recommendations for human resource needs, performance management, employee relations, recruitment and retention goals, professional development programs, and organizational workload. Works with the Fire Chief and Human Resources Department to create, review, and update job descriptions, identify personnel needs, and manage promotional and entrance examination processes.
  7. Coordinates with city staff for purchasing items, including requests for proposals (RFP's), requests for services, professional service agreements, and contracts. Assists with management of federal, state, and local grant funding for the department as assigned.
