The Staff Engineer position will join the PCS contract team. This team is charged with supporting the Centers for Medicare & Medicaid (CMS) in their effort to modernize the Medicare Payment System. We employ a research-driven, user-centered, agile, and adaptive product development approach to deliver modern and standards-based solutions. This effort empowers CMS to provide responsive, correct, and accessible systems and processes for processing payments. The team works very closely with our CMS customer teams, as well as other teams in the modernization effort.

Responsibilities
- Lead the design and development of complex software systems, ensuring architectural coherence, scalability, and performance
- Design, develop, test, deploy, and maintain high-quality software applications across both frontend and backend technologies, ensuring functionality, scalability, and performance
- Mentor and support engineers, fostering a collaborative and inclusive team culture - openness to managing a small team of engineers is a bonus
- Collaborate with product managers, business stakeholders, and cross-functional teams to define project requirements, scope, and objectives
- Develop and maintain architectural documentation, including high-level diagrams, data flow models, and API specifications, to facilitate communication and collaboration among teams
- Ensure alignment between technology and business strategy, driving innovation, and identifying opportunities for process improvements
- Evaluate new technologies, tools, and third-party solutions, providing recommendations for adoption or integration as appropriate
- Establish and enforce engineering standards, processes, and best practices to ensure code quality, security, and maintainability
- Participate in code and design reviews, providing constructive feedback and identifying potential risks or issues
- Assist with resource planning, project estimation, and timeline development, ensuring projects are delivered on time and within budget
- Provide technical leadership during incident response and post-mortems, driving the resolution of critical system issues and identifying areas for improvement
- Engage in continuous professional development to stay up-to-date with industry trends, technologies, and best practices, sharing knowledge and insights with the team as appropriate
- Lead and oversee adoption of DevSecOps best practices across the entire software development lifecycle, proactively incorporating security, resilience, and observability measures from the initial planning stages through to deployment.
Qualifications
- At least 8 years of experience in software development with significant experience in leading software development projects and teams.
- Bachelor's or Master's degree in Computer Science, Computer Engineering, or related field, or an additional 3 years of related work experience
- Strong experience with
- Programming languages and frameworks:
- Java, Typescript, Bash, SpringBoot, and React
- Infrastructure as code:
- Terraform
- Testing tools and frameworks:
- JUnit, jMeter, Postman/Newman, Cypress, and Jest
- Continuous integration and deployment tools:
- Jenkins, JFrog Artifactory, Docker, feature flags
- Cloud platforms and services:
- AWS services Lambda, ECS/Fargate, RDS, DynamoDB, EventBridge, CloudFront, S3, ApiGateway, and WAF
- Strong understanding of software design patterns, data structures, and algorithms.
- Experience with Agile development methodologies.
- Ability to work independently as well as in a team.
- Strong problem-solving and analytical skills.
- Strong verbal and written communication skills.
- Experience in designing and implementing event-driven architectures using AWS services.
- Experience with serverless computing and containerization.
- AWS certifications are a plus.
