Job Summary:
The ideal candidate will have experience creating, executing and managing various subcontract types (Cost Type, Firm Fixed, T&M, etc.), and using source selection techniques. The role will require the candidate to perform cost and price analysis, develop negotiation strategies and lead supplier negotiations. In addition, the ideal candidate will have experience executing to customer requirements including government regulations and Raytheon policies and procedures. The role requires the candidate to participate in gate reviews and capture / proposal efforts. This position will also be responsible for ensuring supply chain competitiveness and performance throughout the lifecycle of the program (new business capture, proposal, execution and contract closure.) You will be responsible for creating and executing the supply chain plan (material and subcontracts) for all programs within your portfolio.
This position is a hybrid role, and the selected applicant will work with the hiring manager to set schedule.
Responsibilities to Anticipate:
Represent Raytheon to suppliers and will represent Supply Chain as the point of contact for all Supply Chain issues, not just Subcontracts, for a portfolio of programs.
Working in a variety of supply chain disciplines including, but not limited to strategic sourcing, procurement, and subcontract administration.
Working in a matrixed environment and to be collaboratively partnered with Business Development, Contracts, Program Management, Engineering and Finance to ensure success.
Identify and correct alignment between RFQ and Supplier response including SOW, specifications and requirements, T&C's, pricing instructions, contract flowdowns, exceptions taken and / or assumptions made, cost information completeness, and non-responsive provisions.
Manage large staff augmentation events and labor subcontracts.
Partnering with key subcontractors to bring the right talent and services/solutions to the Customer on schedule and within budget.
Basic Qualifications:
Typically requires: A University Degree or equivalent experience and minimum 5 years prior relevant experience, or An Advanced Degree in a related field and minimum 3 years experience
Preferred Qualifications:
Experience in a government contracting environment with DoD and non-DoD customers
Experience managing large staff augmentation/labor subcontracts
Top Secret clearance with poly
Self-Starter
Knowledge of the FAR, DFAR, ITAR, public law and Terms and Conditions of purchase
Strong verbal and written communication skills
Proposal experience
Experience with a variety of contract types
Experience with a variety of agreements: Strategic Sourcing, Teaming, Bidding, PIAs/NDAs
Self-Starter
Able to work independently with little supervision
Able to tackle new tasks using previous experience and critical thinking
