About This Role

The Network Planning Lead role establishes and oversees product supply allocations to different manufacturing sites both internal and external (CDMO) sites. This Director level leadership role is responsible for balancing manufacturing capacity availability, contractual commitments, efficient allocation to maintain target inventory and optimize overall cost. This role is accountable for delivering optimal short to mid-term manufacturing campaign plans to meet clinical, commercial and partnership supply requirements.  Provide coaching and guidance to team members on manufacturing network allocation, technical aspects of efficient capacity utilization, financial objectives, and supply chain requirements. Develop and advance maturity of effective business processes that interface with plant GMs, manufacturing scheduling teams, Technical development for new product introductions, Manufacturing sciences and Supply Chain

What You’ll Do

  • Own production planning allocation to different manufacturing sites for Drug substance and drug product supply requirements
  • Oversee planning allocation to finished goods sites as needed
  • Lead production planning governance, organize decision topics for executive review and endorsement monthly.
  • Interface with commercial supply chain, clinical supply chain and strategic partnership teams to consolidate supply requirements and manage prioritization
  • Identify opportunities to improve network utilization and drive meaningful long term cost reduction through strategic allocation of supply requirements
  • Ensure strategic network decisions are executed as approved by overseeing production allocation and providing guidance to supply planners
  • Manufacturing production (non-GMP & GMP) asset plan alignment to meet pre-clinical, clinical and commercial requirements
  • Lead critical interconnectivity between PO&T asset leaders, global supply chain, process/product development and manufacturing
  • Engage strategic partnership team in production planning decisions to ensure partners supply commitments are met, clearly articulate network position for negotiating supply flexibility with partners

Network Planning Business Solutions

  • Design scalable business processes to support the growing complexity of the demand portfolio and supply factories.  Network planning processes must be able to handle broad range of manufacturing nodes (API, OSD, GT, and DP) while containing enough detail to differentiate manufacturing scales and technologies.
  • Build systematic solutions to capture, consolidate, and analyze supply requirements.  Systems must allow for manipulation of an array of planning assumptions (yield, manufacturing capacity and plant downtime) and data outputs to support downstream modeling and reporting.
  • Implement scenario planning tools to analyze supply requirements against network capacity and support optimization of network production plan creation.  Integrate system to support streamlined data sharing across end-user groups. 
  • Create reporting infrastructure to project supply outputs for planning and finance organizations as well as monitor asset supply requirements versus actual manufacturing outputs, success metrics, and financial performance.
  • Support implementation of broader Network capacity modeling needs for long range capacity, infrastructure, and resourcing.

Production Planning, Allocation & Control

  • Develop global production allocation for internal Biogen DS and DP manufacturing network, external CDMOs including Biogen clinical and commercial products, and corporate partners’ clinical and commercial production, through scenario planning and cross-functional integration to determine optimal plan.
  • Support creation and maintenance of the rolling 2-year rough cut capacity plans for the Biogen’s internal manufacturing network. 
  • Create allocation plans through scenario analysis to optimize manufacturing utilization and revenue, ensure reliable and timely supply and business continuity, while balancing the requirements of equipment capabilities, materials, regulatory implications, site resources, productivity, scale-up, success rates, thaw rates, process and equipment constraints, site and process readiness, quality targets, and financial implications (including tax).
  • Support manufacturing sites in the execution of strategic goals, including facility shut-downs, inventory management objectives (balancing campaign size and product inventories), and site projects.
