POSITION SUMMARY: Under the supervision of the Communicable Disease Nurse Supervisor and Public Health Nurse Administrator, individuals in this position are responsible for managing a team that supports communicable disease related case investigation and infection prevention and control efforts, for reportable disease and illnesses in the community. In addition to direct supervision and coordination of the team, the managers will work closely and coordinate with the Communicable Disease public health team to support efforts for timely, efficient, and quality investigations and outbreak response efforts. This position will play an active role in activities that are being carried out by Wayne County Health Department as it relates to disease investigation and infection prevention.

  

ESSENTIAL FUNCTIONS:

  • Provide guidance and support for staff to efficiently conduct case investigations, infection prevention, outbreak investigations and outbreak management. 
  • Conduct and review need assessments to determine training needs and priorities, offer solutions to address gaps.
  • Develop & implement mentorship strategies (e.g. case reviews, phone audits, modeling effective case investigation/interview techniques).
  • Support the Communicable Disease Team in the collection, analysis, and evaluation of case investigation performance measures and state and local program objectives.
  • Utilize the Michigan Disease Surveillance System (MDSS) and Outbreak Management System (OMS) to investigate and document follow-up of communicable diseases.
  • Assign cases to staff to complete investigations and meet program metrics in designated timeframes.
  • Review and monitor staff entries in MDSS for accuracy and completeness.
  • Maintain caseload and conduct full case investigation of assigned cases, ensuring all mandated data fields are properly entered and recorded in the MDSS database.  Within 24 hours of cases being assigned, document an initial attempt to contact assigned individuals. Promptly designate as complete once investigation is completed. 
  • Receive training, guidance, and ongoing assessment from the Communicable Disease/Tuberculosis Program Supervisor (or designee) and conduct same for case investigators.
  • Verify classification /correctly classify cases based on investigation and laboratory findings.
  • Attend infection prevention training and ability to teach others.
  • Ability to conduct infection prevention site visits at locations reporting illness(es) to assess infection control measures and provide guidance (written and verbal). Complete written, after visit report to outline findings and recommendations.
  • Prepare package and transport clinical specimens as needed.
  • Manage outbreaks and communicable disease reporting at schools and facilities, including obtaining line lists, providing guidance, collecting specimens, etc.
  • Participate in meetings/trainings, virtual and in-person, as assigned. These could involve trainings related to case investigation, contact tracing, situational updates, data entry, and case definitions given by the Wayne County Communicable Disease staff and Michigan Department of Health and Human Services (MDHHS).
  • Other duties as assigned. 

  

EDUCATION & JOB QUALIFICATIONS: (Items needed to start and/or keep position)

  • A master’s degree in public health, Public Administration, or a related field OR
  • A bachelor’s degree in nursing from an accredited college or university nursing program AND
  • A valid State of Michigan driver’s license and an acceptable safe driving record AND
  • If a Michigan Registered Nurse, maintain state license throughout employment 

SUPERVISORY RESPONSIBILITY: Case Investigator/Infection Prevention Support team


ADDITIONAL RESPONSIBILITIES:

  • Ability to work in office, in field, and remotely, including personal phone and access to a secure internet connection. 
  • Responsible for supervision of others.
  • Responsible for maintaining records, reports, and meeting deadlines.
  • Responsible for knowing how to operate office machines and IT equipment.


Salary: $30.00 hourly ($62,400 annually)

Employment Type: Full-Time

Classification: Non-Exempt

Work Hours: Mon – Fri, 8am – 4pm.
