Job Description
Brightspeed is looking for a Manager, Business Analytics and GIS Lead to join our Broadband Grant Office, joining our growing legal team! In this role, you will be responsible for working on legal and compliance issues associated with state and federal broadband grant programs, regulatory, legislative, and legal matters across our 20-state serving area. You will work closely with colleagues in the legal department, our engineering and construction team and the IT teams across the business in a highly collaborative environment as you implement, advise, and develop reporting, to assist with broadband grant programs. You will need experience in GIS, project/program management, data analysis, and the ability to define and implement groundbreaking ideas and work within a changing and fast-moving environment.
As Manager Business Analytics and GIS Lead, Broadband Grant Office, you will have the following responsibilities:
- Manage, coach and develop a team of technical, GIS and data analysts who support broadband grant applications, challenges, addresses, broadband serviceable locations, and regulatory filings with the FCC, state PUC and state broadband grant office
- Serve as lead project manager for the broadband grant analytics team to support applications, and broadband regulatory filings, including handling intake of GIS/Mapping, address, and challenge work, assigning work, setting deliverables and tracking metrics.
- Develop reporting and provide business analytics for critical data required for compliance and reporting on grant applications, grant build progress, grant reimbursement and project completion, working with the IT teams leveraging Power BI, SQL, Alteryx, Looker
- Provide leadership and direction on BEAD challenge processes and coordinate work and approach with engineering, construction address and IT teams.
- Support the Government and Legislative Affairs team on broadband issues pertaining to grant programs and matters impacting broadband builds before state administrative agencies, state legislatures, and local authorities.
- Provide direction, analysis and input on address reporting and management associated with reporting for various federal regulatory, grant compliance and other address related programs, including working with large data sets, such as BSL (broadband serviceable locations)
- Provide operational and process support to the field operations, mass markets, network and customer services team supporting front line execution.
- Lead & identify new areas of opportunity for the business through geospatial analysis; lead all aspects of GIS development and data submission requirements for broadband grants.
- Serve as the GIS and technical liaison between Brightspeed’s Broadband Grant Office and state broadband offices.
- Design and automate processes to assist with regulatory filings with the FCC and state PUCs.
- Work across various internal organizations to review potential process changes that may have performance-impacting results. Proactively assist those organizations to ensure changes do not result in the company being out of compliance with regulatory requirements.
- Collaborate with development teams from Engineering, Construction and Operations teams to build and deploy Brightspeed’s network through broadband grants.
Qualifications
WHAT IT TAKES TO CATCH OUR EYE:
- Bachelor’s degree and five years GIS experience
- Proficiency in Alteryx or ESRI or other GIS software
- Proficiency in SQL or Looker or Alteryx and other data analytics systems
- Experience with Power BI and/or BigQuery
- Exposure to FCC regulatory filings and/or telecommunication industry
- Experience with operational and project management systems and applications within the network and communication industry
- Proven track record of working with cross functional groups
- Strong communication and interpersonal skills
- Customer-centric mindset
