Job Description Summary
The Lead Material Control and Accountability (MC&A) Specialist is responsible for ensuring compliance to NRC regulations for material control & accounting of special nuclear material (SNM). This role supports nuclear fuel fabrication activities on the GE-Hitachi nuclear site in Wilmington, NC. Primary responsibilities include performing data transactions and recordkeeping for the receipt and shipment of uranium, providing necessary documentation to NRC and customers for finished product fuel deliveries and organizing monthly item verifications.Job Description
Essential Responsibilities:
As the Lead MC&A Specialist you will provide day-to-day support of MC&A program activities at the GNF-A facility in Wilmington, NC. You will interact extensively with the MC&A Program Manager, as well as Nuclear Safety, Process Engineering, Operations, and Maintenance staff to implement MC&A program requirements. Essential responsibilities include:
- Provide general support to assure compliance with Nuclear Regulatory Commission (NRC) regulations, 10 CFR Part 74 for material control & accounting of SNM.
- Maintain uranium accountability records for customer and regulator review.
- Utilize compliant software systems that track SNM.
- Perform data transactions in the NRC database for the receipts and shipments of SNM.
- Ensure that export license requirements are met for SNM shipments.
- Reconcile MC&A database transactions with the NRC database quarterly and annually.
- Support the MC&A Program Manager in conducting the annual uranium inventory.
- Coordinate monthly item verifications for a sampling of SNM items throughout the facility.
- Support MC&A Procedure revisions and development as required.
- Review and approve changes to procedures, software, and facilities that could potentially affect implementation of the MC&A program.
- Perform corrective actions and support continuous improvement of the MC&A program.
- Maintain an in-depth knowledge of applicable regulatory requirements.
- Interface with regulatory personnel during audits and inspections.
- Support customer audits as needed.
- Support compliance assurance reporting and data analysis.
- Provide oversight of manufacturing nuclear material control practices.
Basic Qualifications:
- Bachelor’s degree in business, science, or engineering
- Minimum 5 years of experience in business operations, manufacturing, or engineering
- Eligibility Requirements:
- For Controlled Access Area: must be able to successfully pass a Nuclear Safety Training Test; follow strict radiation protection, criticality, and industrial safety regulations; wear protective clothing to enter the area
- Ability to walk up and down stairs
- Ability to operate a computer
- Must be 18 years or older and have legal authorization to work in the United States
- This role is restricted to U.S. persons (i.e., U.S. citizens, permanent residents, and other protected individuals under the Immigration and Naturalization Act, 8 U.S.C. 1324b(a)(3)) due to access to export-controlled technology. GE will require proof of status prior to employment
Desired Qualifications:
- Experience in MC&A at NRC or DOE regulated facilities
- Knowledge of NRC regulations and licensing
- Proficiency in Microsoft Office applications, including use of Excel for querying of data
- Detail oriented and organized with good time management skills
- Ability to communicate and interface effectively with all levels within the company as well as customers and regulatory agencies
- Works well with cross functional teams to solve problems and implement solutions.
- Demonstrates initiative and comfortable working toward stretch goals with tight timelines.
- Excellent leadership and interpersonal skills.
- Demonstrated analytical and problem-solving skills.
This role requires access to U.S. export-controlled information. If applicable, final offers will be contingent on ability to obtain authorization for access to U.S. export-controlled information from the U.S. Government.
