Overview
Our State Government Practice Group (SGPG) is seeking an experienced project manager to assist a potential state government agency client with modernization of its statewide tax system. You should have experience managing teams and efforts to implement state government tax systems. The candidate filling this position must be within daily commuting distance of, or be willing to relocate to, Trenton, New Jersey and is expected to work on-site at the client location 80%-100% of the time.
You will apply your knowledge and experience to support our state government client in modernizing its tax system through helping to support and direct the project team, comprised of state agency staff and one technical business analyst from our team, as directed/delegated by the State’s Program Manager. This will require providing advice and guidance to our state government client, working in collaboration with the tax system vendor. You will bring a mix of expert-level project management capabilities, exceptional organizational and self-management qualities, strong leadership and teamwork capabilities, and effective written and verbal communication skills.
Travel expectation: For the above-described project, 80%-100% of the time to the client’s office in Trenton, NJ. After the above-described project ends, approximately 50% travel to future client sites is anticipated.
You Will
As a Tax System Modernization Assistant Project Manager, you will:
- Create and maintain the State’s overall project plan and advise on execution of it.
- Create and maintain project budget materials and track budget progress.
- Monitor the progress and performance of the project, to help ensure it stays on schedule and within budget.
- Participate in regular project status meetings with the tax system vendor and publish meeting minutes.
- Help ensure proper organization and documentation is in place and that knowledge transfer is carried out in a manner that positions the potential client to assume primary responsibility for the ongoing support of the system once it is delivered, including but not limited to:
- High availability architecture design.
- Capacity plan and growth economics.
- Disaster recovery and testing plans.
- Be responsible for completing the following deliverables:
- High level project status reports and updates (weekly at minimum)
- Executive Steering Committee briefings (monthly at minimum).
- Detailed project status reports (weekly at minimum).
- Project expenditure reporting (monthly at minimum).
- Creation and maintenance of quality assurance processes to help ensure the business and technical requirements are achieved.
- Creation and maintenance of quality control procedures to identify causes of poor process quality, improvement recommendations, and to validate that project deliverables meet the requirements defined in the RFP.
- Progress monitoring of interim targets/milestones during the phased project.
As an SGPG team member, you will:
- Serve as an assistant project manager or project manager for future state government clients across the country, supporting client work and deepening our team’s experience and knowledge.
- In partnership with our internal team, respond to state government opportunities related to tax system and project management opportunities.
- Develop appropriate relationships with tax system vendors in the state government market.
- Participate in marketing and business development activities, including writing blog posts and leading and participating in prospective client business development meetings.
You Have
- Three or more years’ experience managing large teams and overall efforts to implement/modernize state government tax systems.
- Knowledge of quality assurance/control procedures and demonstrated proactive problem management skills.
- Experience facilitating meetings and public speaking with large groups.
- Proficiency in all Microsoft (MS) applications including MS Project and MS Visio.
- Ability to balance multiple assignments and achieve quality results in a timely manner.
- Current PMI/Scrum/Agile or related certifications (preferred).
- Demonstrated experience working with tax systems/products.
- Knowledge of various SDLC methodologies and related processes/artifacts.
- Demonstrated critical thinking and logical reasoning skills.
- Ability to use problem-solving and root-cause analysis skills to identify project risks/issues and develop/communicate recommendations to address them in a constructive manner.
