Position Summary:
The Director of Construction is responsible for leading all phases of construction and development for Shell Mobility and Convenience (SMC) gasoline stations and convenience retail stores. This includes oversight of site development, new builds, remodels, and capital improvements. The role also encompasses acting as a licensed general contractor (GB-98), managing the Front-End Engineering and Development (FEED) process, and ensuring quality assurance throughout pre-construction and execution phases via the Design and Control Assurance Framework (DCAF). This role is responsible for direct translation of the creative vision of Convenience Retail Marketing team to a technically viable build with the span of scope to deploy up to $100 mm annually.
Responsibilities:
Strategic Leadership
- Develop and implement construction strategies aligned with business growth and operational goals.
- Collaborate with real estate, operations, engineering, and finance teams to prioritize and plan projects.
- Develops the skills and talent pipeline of nine direct and indirect reports.
General Contractor Oversight
- Serve as the licensed GB-98 general contractor for applicable projects, ensuring compliance with New Mexico Construction Industries Division (CID) regulations.
- Supervise construction activities including subcontractor coordination, inspections, and quality control.
- Ensures that all contractors are compliant with OSHA, API and Shell Mobility and Convenience HSSE standards.
Front-End Engineering and Development (FEED)
- Lead the FEED process for new site developments and major renovations, ensuring technical feasibility, cost estimation, and constructability.
- Coordinate with engineering, design, and permitting teams to develop comprehensive project scopes and execution plans.
- Validate design packages and ensure alignment with operational requirements and brand standards.
Front-End Engineering and Development (FEED) Quality Assurance
- Establish and enforce quality assurance protocols during the FEED phase to ensure accuracy, completeness, and compliance.
- Review engineering deliverables, risk assessments, and cost estimates to support informed decision-making.
- Conduct design reviews and value engineering exercises to optimize project outcomes.
Project Management
- Manage full lifecycle of construction projects: site selection, permitting, budgeting, scheduling, and execution.
- Oversee multiple concurrent projects across various regions, ensuring timely and cost-effective delivery.
- Actively manages the project-by-project Risk Register to minimize unintended outcomes in HSSE, cost and schedule.
Vendor & Contractor Management
- Select, negotiate, and manage relationships with architects, engineers, consultants, and subcontractors.
- Ensure all work meets safety, environmental, and brand standards.
Budget & Cost Control
- Develop and manage construction budgets and forecasts.
- Monitor expenditures and implement cost-saving measures without compromising quality.
Team Leadership
- Foster a culture of safety, accountability, and continuous improvement.
- Oversees a team of two project managers, two general superintendents, four construction foreman, and one FEED Manager.
Regulatory Compliance
- Ensure all construction activities comply with local, state, and federal regulations, including fuel system installations and environmental standards.
- Maintain documentation and licensing requirements for GB-98 certification.
- Expert knowledge of American Petroleum Institute (API) recommended practice 1646
- Knowledge of Texas Environmental Quality (TCEQ) build standards for retail convenience gas stations to include USTs and Fuel Systems.
Qualifications:
- Bachelor’s degree in Construction Management, Civil Engineering, Architecture, or related field. MBA a plus.
