Position Overview:

The IELRB is seeking to hire a Technical Advisor I to perform specialized legal work related to the administration of the Illinois Educational Labor Relations Act under the direction of the Executive Director. The Technical Advisor would investigate complex unfair labor practice charges and representation matters review and process legal petitions for certification of employee labor units; perform online legal research, draft and prepare written investigative reports, legal orders, and unit certifications and conduct on-site elections and mediations between adverse parties.

Essential Functions

  • Investigates unfair labor practice cases to ascertain the validity of the charges.
  • Researches and prepares materials for representation cases: reviews petition, gathers testimonial and documentary evidence, conducts legal research, drafts legal documents
  • Secures consent election agreements, conducts secret ballot elections; coordinates the use of facilities to hold elections
    Represents the agency as an information officer
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires graduation from an accredited law school

Preferred Qualifications

  • Prefers course work in labor law or labor relations
  • Prefers ability to conduct legal research and write legal opinions
  • Prefers ability to communicate orally and in writing with professionals and non-professionals regarding the Board’s Act and rules and regulations
