Overview
Vice President (VP) of Outpatient ServicesSamaritan Daytop VillageThe Vice President (VP) of Outpatient Services is responsible for overseeing Samaritan Daytop Village's 12 outpatient sites located in NYC, Suffolk and Rockland Counties.
The VP of Outpatient Services ensures all Outpatient sites and their respesctive managment teams are operating effectively and efficiently to best serve the needs of our clients. The VP of Outpatient Services is ultimately responsible to ensure each Outpatient site maintains as their daily census.
This role reports to Samaritan Daytop Village's Chief Program Officer.
Responsibilities
- Responsible for the hiring and supervising of the Program Directors.
- Assure the Program Directors maintain licensure/accreditation conformance to standards.
- Ensure that Program Directors work in conjunction with Construction services in facility upkeep and general maintenance needs.
- Assist the Program Directors in budget management by ensuring that each Program Director provides input into the site’s budget and utilizes monthly profit and loss statements to evaluate and ensure fiscal solvency of the center.
- Provide guidance and support to each Program Director in establishing a payer mix threshold and ensuring that the center operates within the established and agreed upon threshold.
- Assist the Program Directors and other senior staff in accurately measuring the effectiveness of services, the efficiency of services, services access, and satisfaction and other feedback from the persons served and other stakeholders.
- Monitor client population as they related to census capacity
- Supervise continuum of care and ensure sites are operating effectively through a system of measurement.
- Supervise and facilitate communication between center staff and operations, purchasing, inventory, public affairs, and all other internal department/divisions.
- Maintain expertise in organizational policies and procedures and supervise Program Directors in the effective carrying out of all policies and procedures.
- Responsible to see that quality assurance standards and regulatory requirements are met across the Daytop system of care and to see that all senior staff are informed of current procedures.
- Develop quality assurance plans and other required process control procedures so services meet the specified clinical and quality standards.
- Review non-conformance and recommend remedial actions including, but not limited to, modifications of processes, clinical services or quality assurance standards were warranted.
- Coordinate the provision of on-site training for facility managers, direct care staff and support staff in systems management activities.
- Monitor the clinical pathway for all clients through the key sequential steps of integrated screening, integrated assessment, integrated treatment planning, and integrated aftercare planning
- Represent the agency at various functions, meetings and professional settings.
- Interface with the local community building mutually supportive relationships.
- Be actively involved and promote the Family Association by working with the Program Directors in establishing attendance/participation goals for the weekly support groups
- Attends case conferences and other meetings as scheduled.

Qualifications
- Relevant graduate degrees, such as a Master in Public Administration, Public Health, Social Work, or other related fields.
- Ten+ (10+) years management/leadership within OASAS 822 Outpatient and/or OMH regulated programs.
- Minimum Five (5) years demonstrated clinical experience in substance use and/or mental health treatment.
- Available to work a flexible schedule as needed in response to participant and staff needs.
- Computer literacy including proficiency in Microsoft Office Suite and EMR.
- Ability to maintain confidentiality.
- Experience working directly with people from diverse racial, ethnic and socioeconomic backgrounds.
- Clear understanding of OASAS, OMH, CARF and other regulatory and accreditation standards affecting the complex array of Daytop services.
- Familiarity with the NY State Clinical Records Initiative (NYSCRI).
- Ability to work effectively with managers, administrators, clinicians, physicians and other staff members across department lines.
- Ability to display exceptional oral and written communications skills. Dynamic public speaker possessing the ability to communicate with and gain the confidence of people from a variety of sectors and settings.
