BRIEF POSTING DESCRIPTION:

The P SP PRICING Department of the P PRICING Division at Hawaiian Electric Company has 1 Management vacancy available. This position may be filled on Oahu, Maui, or Hawaii Island. (Role: Professional)

This vacancy will be filled at either the Rate Analyst or Senior Rate Analyst level; whichever is most suitable to the qualifications of the selected candidate.

RATE ANALYST 

JOB FUNCTION:

Prepares and implements cost recovery, rates, and utility progam initiatives that support strategic focus areas of the Hawaiian Electric Companies.

 

ESSENTIAL FUNCTIONS:

  • Serves in a primary role in the cost recovery process, including designing rates, preparing tariff rate sheets and regulatory applications, and creating cost recovery reconciliations and reports for all surcharges for the Hawaiian Electric Companies (“Companies”).
  • Researches and develops rate modifications, including new rate forms and their implementation.  Develops billing analyses, including comparative scenarios for customers.
  • Prepares testimony, exhibits, workpapers, and responses to information requests, for revenues, cost of service, and rate design for all of the Companies in rate cases and other regulatory proceedings.  Works with other departments to coordinate assumptions, forecasts, and implementation plans.  Supports the implementation of rate changes, including tariff preparation and testing of rate programming in the billing system.
  • Provides division support for other dockets, including fuel and purchased power contracts, rate incentive programs, and all other initiatives.  Develops supporting testimony, tariffs, and responses to information requests.  Assists in preparation of revenue forecasts.
  • Responds to rate-related inquiries from all stakeholders, including customers, regulators, and outside consultants.  Performs tasks as needed to support the Department and Process Area. 
  • Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.

 

 

BASIC QUALIFICATIONS:

Knowledge Requirements

  • Working knowledge of the principles of public utility rates, rate design, cost-of-service methodologies, utility accounting, engineering concepts, economic analysis methods, and/or cost accounting, acquired through job experience and/or formal education in graduate level or advanced college level courses in economics, engineering, and/or business.
  • Working knowledge of fuel, purchased power, rate making issues, and/or related issues and concepts in the electric utility industry.  Hawaii-specific knowledge preferred.

  • Excellent analytical skills.  Strong computer skills.  Strong Microsoft Excel skills.  Strong attention to detail.

  • Ability to independently identify and effectively obtain/follow-up data needs and to analyze for reasonableness and consistency, and to offer solutions and recommendations.  Demonstrated ability of taking initiative and being proactive.

  • Ability to apply technical concepts and methodologies in developing pricing and cost recoveries; to keep thorough documentation of work projects, and to complete tasks accurately, efficiently and in a timely manner.

  • Demonstrated organizational, planning and time management skills to handle multiple projects and programs at the same time.  
     

Experience Requirements

  • Several (3-5) years of experience in areas such as utility pricing, development of utility cost studies, economics, accounting, rate analysis and design, financial analysis, analytics, and/or engineering.
  • Prior experience in regulatory related matters preferred.
