There are no easy programs.  But there are those individuals that can plan, monitor, train and influence others to make the most complex programs manageable and successful.  We’re in need of just such an experienced Program Planning & Control Cost (PP&C) Analyst Team Lead within the largest customer-funded spend portfolio of Collins Aero’s Military Avionics & Helicopters (MA&H) unit.  You’ll be counted on to not only execute a variety of US Gov. contracting types, but you’ll also devote time to training of new hires, enhancing cash flow management, and pushing strategic process and training initiatives to drive our MA&H PP&C organization forward.

What You Will Do:

  • Provide effective financial administrative planning and control on fixed price and cost re-determinable engineering development programs
  • Develop program Performance Measurement Baseline (PMB) for earned value / project management purposes
  • Establish a Contract Work Breakdown Structure (CWBS) and CWBS Dictionary
  • Perform analysis of program cost and schedule performance, identifying trends, and providing information to Project Leadership Team (PLT) or corrective action implementation
  • Interaction with external customer, including the preparation and submission of customer cost & schedule related data items
  • Preparation and analysis of contract Estimates at Complete (EACs) and complete financial support to assigned program teams
  • Support Program Management in assessing program risks and opportunities
  • Collaborate with PLT to analyze, prepare, and input monthly sales, profit, and milestone billing forecasts and perform the same effort for Annual Operating Plan (AOP) on assigned program(s)
  • Prepares Fixed Wing’s Profit and Loss, Engineering Spend and Cash Conversion analysis
  • Provides variance analysis of monthly sales, costs, profit, schedule, and milestone billing forecast in comparison to prior forecast and AOP
  • Engages in maintaining company financial business systems and policies
  • Accommodate unexpected events, achieve critical deadlines with quality results and perform as a flexible team member in support of the objectives and initiatives of Fixed Wing business
  • Provide compliance support including internal and external audits and peer to peer reviews
  • Represents organization in internal strategic initiatives and industry change management
  • Leader in training, mentoring, and development of other cost analysts.
  • Perform back-up duties for the team and leader as needed.

Qualifications You Must Have:

  • The ability to obtain and maintain a U.S. government issued security clearance is required
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
  • Typically requires a University Degree and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience or in absence of a degree, 14 years of relevant experience

Qualifications We Prefer:

  • Extensive experience in Microsoft Excel and Earned Value Management of projects
  • Capable of obtaining a US Department of Defense (DoD) security clearance. 
  • Ability to work autonomously, displaying initiative and accountability in achieving objectives.
  • Advanced understanding of Earned Value Management (EVM) practices, and procedures.  This includes EVM System tool usage, such as Deltek Cobra and SAP/BW
  • Advanced skill set with Microsoft Office suite of products especially Microsoft Excel, Powerpoint, Word, and Sharepoint / Teams
  • Proven capability to deliver compelling presentations to large groups and leadership, demonstrating persuasive communication and leadership skills.
  • Displays great verbal and written communication skills, is a team influencer/motivator, and owns an in-depth knowledge of company business systems and policies
  • Possesses an advanced working knowledge of US Governmental contracting techniques and demonstrates an ability to “shred” a solicitation and/or contract for the key financial obligations
  • Experience with other Collins financial organizations such as Pricing,
