Boeing Defense, Space & Security (BDS) Mobility, Surveillance & Bombers is seeking a Deputy Chief Engineer in Oklahoma City, OK.

The successful candidate will serve as the Deputy to the Chief Program Engineer for the VC-25A and E-4B programs, providing day-to-day technical leadership and ensuring safety, technical integrity, and delivery of program requirements across engineering disciplines.  This manager will act as the SEIT (Systems Engineering, Integration and Test) Program Integrated Team Leader and the SEIT Earned Value Management (EVM) Control Account Manager (CAM).  Finally, this leader will act for the CPE in their absence and lead integrated systems engineering, supplier technical management, cost/schedule performance for assigned control accounts, and continuous improvement activities to support mission success and regulatory compliance.

Position Responsibilities:

Technical Leadership & Oversight

  • Support the CPE in ensuring technical conduct, progress, and performance comply with program requirements, charter and RAA.
  • Lead the SEIT Program Team: provide direction, integration, prioritization, and accountability across SEIT activities and interfaces.
  • Provide integrated systems engineering and configuration control across all IPTs, subsystems and product elements.
  • Chair or co-chair technical reviews, risk management reviews, and engineering change boards as delegated.
  • Maintain visibility into technical risk and drive rapid mitigation or escalation.

SEIT Earned Value Management (CAM Responsibilities)

  • Serve as the Control Account Manager for SEIT EVM: establish and manage control account plans, budgets, schedules, and performance measurement baseline (PMB) compliance for assigned work.
  • Oversee work package planning, EV reporting, variance analysis, and corrective actions; ensure accurate EAC/ETC projections and timely corrective actions.
  • Coordinate with program Earned Value/Program Controls, Finance, and IPT leads to validate EV data, submissions, and forecast integrity.

Planning & Execution

  • Develop and execute integrated technical plans, processes and schedules that align with program baselines and design-to-cost targets.
  • Assess program technical execution against benchmarks and advise PM/CPE on resource, scope or schedule concerns.
  • Support gating, executability, and commitment letter reviews for program activities and proposals.

Supplier & Interface Management

  • Provide technical direction and oversight to suppliers in coordination with SCM and IPT leads.
  • Ensure supplier integration into program processes and verify supplier deliverables meet technical and EVM requirements.
  • Serve as a senior technical interface to customers, Contracting, and regulatory agencies as delegated.

Assurance, Compliance & Investigations

  • Support Mission Assurance, Technical Independent Reviews (TIRs), Non-Advocate Reviews and safety boards.
  • Oversee root cause investigations and corrective action processes for technical issues.
  • Ensure product compliance with regulatory and export control requirements (e.g., DoD release processes where applicable).

People & Organizational Development

  • Manage and develop mid-level engineering managers and technical leads; ensure appropriate skill deployment across IPTs.
  • Foster a culture of proactive technical oversight, open dialogue, and continuous improvement (lean/10X principles).

Approvals & Decision Authority (as delegated by CPE)

  • Approve technical risk mitigation plans, corrective actions, technical issues disposition, and technology insertions within delegated authority.
  • Approve SEIT control account plans, work packages, and associated technical deliverables in the CAM role consistent with EVM policy.
  • Provide approval/signature on drawing releases, engineering directives and selected technical documents as assigned.

Reporting & Communication

  • Provide regular technical and EVM status, performance metrics and variance explanations to PM, CPE, EV/Program Controls, and stakeholders.
  • Prepare and present formal technical and EVM briefings to customers and leadership as assigned.

Program Participation

  • Participate in Program Change Board, Program Risk/Issue Board, IMP/IMS reviews, engineering budget reviews and other program boards as required.
