Director II, Federal Capture & Proposal Management – Public Sector
Location: VA or CO
Clearance: Active Top Secret (TS) required; TS/SCI preferred

About the Role
The Director II, Federal Capture & Proposal Management is a senior leader within Lumen Public Sector, responsible for driving capture strategy and proposal execution across Federal Defense, Intelligence, and Civilian agencies. This role owns the end-to-end capture and proposal lifecycle for large, complex Federal opportunities, including multibillion dollar IDIQs, GWACs, Agency MACs, and major task order pursuits.
Reporting to the Vice President, Public Sector Capture & Proposal Management, this leader manages teams of capture managers, proposal managers, writers, and analysts—along with a broad ecosystem of external partners and consultants. The role is accountable for building winning strategies, enforcing disciplined execution, and ensuring Lumen is positioned as a trusted, compliant, and differentiated Federal partner.
This position requires deep expertise in Federal acquisition, competitive capture, proposal development, pricing strategy, compliance, and stakeholder influence. The ideal candidate can operate with equal strength at the strategic and execution levels, navigating complex procurement environments and guiding teams to consistent wins.
The Main Responsibilities
Federal Capture & Strategy Leadership
•Lead capture strategy for high-value, high-visibility must win Federal opportunities, across Defense, Intelligence, and Civilian agencies.
•Shape and execute long-range Federal capture roadmaps aligned to Lumen Public Sector growth strategies, priorities, and contract portfolio.
•Partner closely with Federal Sales, Engineering, Product, Pricing, Legal, Contracts, and Government Affairs to align strategy and execution.
Proposal & Bid Execution
•Oversee end-to-end proposal development for complex Federal procurements.
•Ensure compliant, high‑quality, compelling proposals that meet all schedule requirements.
•Drive disciplined gate reviews, win strategy development, solution shaping, and pricing guidance.
•Ensure consistent application of capture and proposal best practices, tools, and processes.
Team & Partner Leadership
•Lead and develop senior capture and proposal leaders and their teams.
•Manage and integrate external vendors, consultants, and professional services firms to scale delivery.
•Foster a culture focused on accountability, rigor, quality, and continuous improvement.
Federal Market & Customer Engagement
•Maintain deep understanding and situational awareness of Federal acquisition trends, vehicles, and competitive dynamics.
•Build and sustain relationships with key Federal stakeholders, partners, and industry teammates.
•Support executive level engagements and competitive positioning with key Federal customers.
Performance & Governance
•Own Federal capture and proposal KPIs, win rates, pipeline health, and ROI.
•Participate in bid/no bid decisions using objective, data driven analysis and risk assessment.
•Ensure full compliance with Federal regulations, FAR/DFARS, agency guidance, security requirements, and internal governance standards.
What We Look For in a Candidate
Preferred Qualifications
- Master’s degree (MBA or related field).
- Relevant certifications (APMP, Shipley, PMP, or similar).
- Established network within Federal agencies, integrators, and industry stakeholders.
- Experience leading large-scale IDIQ/GWAC and major Task Order captures, recompetes, and Agency MACs.

Compensation
This information reflects the anticipated base salary range for this position based on current national data. Minimums and maximums may vary based on location. Individual pay is based on skills, experience and other relevant factors.Location Based Pay Ranges
