JOB SUMMARY
The HIM Manager is responsible for overseeing and actively participating in Health Information Management (HIM) functions by ensuring the accuracy, integrity, and security of patient health information. This role involves managing and performing data analysis, auditing, and reporting to maintain compliance with regulatory requirements and support the effective use of the Epic EHR system.
Key Responsibilities:
1. Management of Patient Access Records:
- Patient Requests: Oversee the management of patient requests for access to their health records through various means, such as the MyChart patient portal, which is part of Epic's EHR system.
- Verification and Authorization: Supervise the verification of patient identities and ensure proper authorization before releasing records, maintaining compliance with HIPAA and other privacy regulations.
- Vendor Management: Manage the existing external vendor responsible for providing patient Release of Information records for our JV partners.
- Record Fulfillment: Direct the compilation and provision of requested records to patients, either electronically through MyChart or in physical form, based on patient preference.
- Documentation and Logging: Ensure all requests and fulfillments are documented and logged to maintain compliance and for auditing purposes.
Policy Development and Implementation:
- Policy Creation: Develop and implement policies and procedures for managing patient health information.
- Regulatory Compliance: Ensure that all policies comply with federal, state, and local laws and regulations.
Data Quality Management:
- Audits and Validation: Lead regular audits and data validation processes to ensure accuracy and completeness.
- Coding Systems: Maintain a thorough understanding of standardized coding systems (ICD-10, CPT) and establish feedback mechanisms with clinical and administrative staff.
- Data Integrity: Focus on maintaining data integrity and ensuring compliance with regulatory requirements.
- Data Analysis: Analyze and interpret data to identify trends and patterns that can help healthcare organizations make informed decisions.
- Patient Matching: Provide strategic input into patient matching logic to ensure no potential duplicate patient records.
Privacy and Security Compliance:
- HIPAA Compliance: Ensure HIPAA compliance through regular training and strict access controls.
- Encryption Deployment: Assist in the deployment of encrypted algorithms to protect patient information at rest and in transport.
- Security Functionality: Implement HIPAA and break the glass functionality within Epic.
Staff Training and Development:
- Training Programs: Train and educate staff on records management, privacy policies, and best practices for data collection and input.
- Staff Development: Provide ongoing support and development opportunities for HIM team members.
Technology and System Management:
- EHR System Input: Provide strategic input to electronic health record (EHR) system teams to ensure they meet medical, legal, and ethical standards for HIM.
- Integration and Infrastructure: Collaborate with integration and infrastructure teams to ensure outbound faxing capabilities.
- Technology Trends: Monitor the latest trends and technologies related to health informatics and implement improvements as needed.
Data Archive and Disaster Recovery Planning:
- Data Archive: Determine data archive options and oversee data conversion processes as appropriate from acquisitions.
- Disaster Recovery: Work with IT and Operations to create and manage a disaster recovery plan for patient records to ensure data is protected and can be restored in case of an emergency.
JOB REQUIREMENTS
Education
- Bachelor’s degree in health information management, Health Informatics, or a related field.
Work Experience
- Minimum of 5 years of experience in health information management or a related field.
- Experience with Epic EHR systems.
Required Licenses/Certifications
- RHIT (Registered Health Information Technician) certification preferred.
