The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

ACS' Division of Family Permanency Services (FPS) ensures that high quality services are provided to children in foster care by supporting provider agency staff with technical assistance and other services for children in foster care. FPS staff offer guidance on child welfare policies and procedures to improve service delivery and achieve safety, permanency, and well-being for children in foster care.

The Office of Older Youth Development Services (OYDS), within FPS, actively partners with contracted foster care agency providers, youth, and families to support timely and safe permanency planning - promoting shorter lengths of stay in residential placements for youth in foster care. The OYDS provides technical assistance focused on improving safety and well-being and best practice outcomes for youth between 12-21 years of age. In addition, OYDS provides guidance for foster care agencies around child sex trafficking, iFoster, transitional plans, the National Youth Transitional Database, Sexual Health and Reproduction, CCRS Coding, Crossover Youth Practice Model, and Raise the Age.

The Family Team Conferencing (FTC) Unit, within OYDS, works collaboratively with external professionals and internal cross-divisional partners to advance the skill set of staff within the Unit in efforts to build capacity within Foster Care and Residential Care Providers, and expand services for teens to improve the outcomes all older youth, persons in need of supervision, incarcerated youth, and youth reunifying with families. The selected candidate will have oversight of Manhattan and Staten Island.

Conference Facilitator duties and responsibilities are:

- Provide facilitation for critical conferences required in the foster care continuum (Family Team Trial and Final Discharge, Goal Change, Placement Preservation, Newly Known Children, Re-Entry
and High Needs Conferences)

- Prepare clear and concise written reports to enter into CNNX.

- Facilitate at least 3 conferences a day.

- Travel within the 5 boroughs, Westchester, Nassau, and Suffolk County.

- Assist in the advancement of the integration of conferencing with evidence based, evidence informed and promising practices.

- Track conference content and process barriers and debrief with Managers.

- Work closely with stakeholders to create opportunities and advance Core Collective to improve outcomes for children and families.

- Attend trainings and staff development meetings.

- Maintain effective relationships with internal divisions, provider agencies, community leaders and other members to ensure that permanency-related targets are met.

- Attend ongoing professional development, coaching and supervision of Managers.

- Adhere to time and leave, and code of conduct.

- Maintain fidelity to the conference continuum and attend inter/intra agency meetings to share information.
