About the role

Job Description Summary

The Natrium Facility Commissioning Manager will oversee the construction of a new U.S. Department of Energy federally funded project at the GE Vernova Hitachi Nuclear Energy site in Wilmington NC. In this role you will collaborate with Facilities Engineering, Manufacturing Engineering, EHS, architects, outside engineering firms, partners, and construction subcontractors to finalize the specifications and complete the construction of a new nuclear fuel manufacturing facility on the existing GE Vernova Hitachi Nuclear Energy campus in Wilmington NC. This is a fully in-person role based in Wilmington NC.

Job Description

Roles and Responsibilities

  • Direct and oversee construction project from final design to completion while administering and monitoring GVH’s site safety procedures, compliance policies and regulatory requirements.
  • Collaborate with internal and external teams to finalize building specifications.
  • Lead project team and partners to finalize project design and ensure all business, process, safety, security, IT, utilities, waste streams, and alarm systems are captured in the project plans.
  • Learn and administer Site Change Management, EHS, and Radiation Safety procedures as required to do construction on a Nuclear Regulatory Commission (NRC) regulated site.
  • Responsible for ensuring all required permits and licenses are obtained and adhered too.
  • Conduct job site checks to ensure all workers are following GVH, OSHA and NRC safety compliance requirements and U.S. federal contracting requirements.
  • Communicate and manage any safety or environmental issue that arises. Work with GVH team to report and resolve.
  • Conduct job site inspections to ensure strict adherence to job specifications, building codes, and quality of work.
  • Develop and track overall project scope, budget, and timeline to ensure project is delivered on time and on budget. Give presentations illustrating the project intentions, budget, and timeline.
  • Communicate and seek approval of project concept, drawings, and finishes at several stages of development from department leads while keeping peers and partners informed.
  • Lead design/construction conflict resolutions or value engineering when/where necessary.
  • Collaborate with Sourcing to negotiate subcontracts, onboard, review and manage payments to vendors.
  • Manage external project managers to ensure all aspects of the project are delivered on time and on budget.
  • Oversee contractor site access requirements and badging process.
  • Work with Facilities, Manufacturing and EHS to deliver the new space to the local team.

Required Qualifications

  • Bachelor’s degree in building science, construction management, engineering or similar discipline
  • OR high school diploma and at least 7 years of experience as a construction project manager in federally funded construction projects.
  • 5+ years as a project manager in design and construction related field. Experience must include construction planning, project management, and safety in large industrial or infrastructure projects.
  • Ability and willingness to climb and descend 5 flights of stairs twice per day.
  • Ability and willingness to climb ladders, handle heights, move under and around equipment, and wear proper PPE.
  • Ability and willingness to pass background check, fitness for duty, and site security requirements to obtain and maintain access to safeguards, and unescorted access to protected site areas.

Eligibility Requirements

  • Work location is in Wilmington NC. (Relocation assistance provided)
  • This role requires access to U.S. export-controlled information. If applicable, final offers will be contingent on ability to obtain authorization for access to U.S. export-controlled information from the U.S. Government.

Desired Characteristics

  • Experience executing a U.S. Department of Energy or other federally funded construction projects.
  • Working knowledge of the elements of construction, government property standards, estimating, scheduling, delivery, construction documents and OSHA policies.
  • In-depth knowledge and experience doing building design and construction within a Nuclear NRC regulated facility.
  • Previous experience as a construction manager with General Electric company, GE Vernova or their affiliates.
  • Relevant construction certifications such as Certified Construction Manager (CCM)
  • Ability to comprehend and interpret government regulations, GVH policies, contracts, terms and conditions, architectural drawings, engineering plans and product specifications.
